Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County. Our services include spurring community investment through the provision of homebuying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building.
Planner Overview:
The Planner engages in activities relating to environmental reviews, community planning, stakeholder engagement, research, statistical analysis, and administrative support. The Planner possesses the ability to lead, collaborate with, and establish effective working relationships with coworkers, developers, engineers, other government entities, and members of the public.
Duties and Responsibilities:
Conducts Environmental Reviews for CDBG, ESG and HOME funded projects.
Assists with strategic planning, and coordination of outreach and public engagement initiatives.
Assists with the development of the HUD Consolidated Plan, CAPER, Community Plans, Fair Housing and Equity Plans, and Special Reports.
Performs basic mapping and analyses using ArcGIS Pro/ArcGIS Online.
Compiles statistical and demographic data to create reports, conducts research, analyzing survey data and special studies as assigned.
Responds to requests for information from other agency staff, organizations, public officials and the general public.
Other duties as assigned.

Education:
Bachelor's Degree in Urban Planning, Urban Studies, Geography, Public Administration, or a related field.
OR
Master's Degree in Urban Planning, Urban Studies, Geography, Public Administration, or related field may substitute for two (2) years of experience.
Experience:
Four (4) years of full-time paid experience in community planning, environmental planning, urban planning, community development, or related field is required.
Licensure:
Valid Driver's License (Texas upon hire)
Knowledge, Skills & Abilities:
Understanding of the federal and state regulations, including but not limited to related to community planning/development and NEPA/HUD Part 58 Environmental Review.
Demonstrated knowledge of general planning principles, environmental review records, Census data, research, surveys, and statistical methods and techniques.
Strong ability to gather, analyze, synthesize, and present data and factual materials in executive-level reports, either individually, as a team member, or project lead in an area of personal expertise with minimum supervision.
Experience using ArcGIS Pro/ArcGIS Online for basic map-making, address geocoding, Join/Relates, and Spatial Join.
Strong verbal and written communication skills.
Proficiency with MS Office Suite/Office 365/SharePoint.

Work Environment:
The job is performed in a professional office environment.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
Physical Demands:
Sedentary work.
Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Employment may be contingent on passing a drug screen and meeting other standards.
