Harris County Precinct 3 is seeking qualified, exceptional candidates for the role of a Project Manager. The main focus for this Project Manager will be on Parks and Facility projects. Precinct 3 is responsible for the maintenance of over 6,800 miles of roadways, 72 parks, as well as 10 community centers.

 

The Project Manager, as a representative of the Precinct (Owner), oversees the management and delivery of engineering and infrastructure projects from conception to completion. This role includes defining project scope and schedules, providing project support (making project decisions), and providing technical support to professional staff. The Project Manager oversees communications with project teams, ensuring successful project delivery. Responsibilities include overseeing: planning studies, preliminary engineering design and alternative analysis (Study phase), and final design (detailed design documents and construction documents)

 

The project manager will Initially focus on Parks and Facility Projects including: parks, trails, parking lots, community centers and building improvements. The Project Manager’s work will expand across various engineering fields based on their expertise and initiative.

 

Duties & Responsibilities

  • Deliver projects from preliminary engineering through all of the project phases to close out including, developing scopes of work, schedules milestones, risk reviews, cost estimates, and expediting deliverables as needed.

  • Maintain responsibility, oversight, and knowledge of the entire portfolio of projects assigned to the Project Manager. Report on project performance and changes (Scope, Schedule, and Budget related)

  • Identify and address risk to project’s schedule, budget or cost. Engage in finding solutions to resolve issues and mitigate risks before impacting project delivery and parameters.

  • Review, QA/QC Plans, and professional documents within your professional expertise on projects as needed to support grant, county, and client requirements.

  • Work closely with project team (as a representative of the Precinct) and subject matter experts in the preparation of planning and construction documents

  • Coordinate and communicate effectively with Coworkers and Precinct leadership, Elected officials and representatives, external agencies, and the public, as necessary.

  • Conduct the full range of duties for assigned Project Managers to include (but not limited to)

  • Project Scoping development (and initiation), project performance management, and balancing workload.

  • Relate & Communicate Precinct needs, objectives, and project updates to HCED, HCFCD, constituents, consultants, and other agencies.

  • Represent the Precinct on: Technical issues, public meetings, meeting support.

  • Adapt when emergencies or short turnaround projects arise.

  • Perform other duties and take on responsibilities that may be added or revised (including emergency or disaster event support)

Education:

  • Bachelor's Degree in Architecture, Landscape Architecture, Civil Engineering, Civil Engineering Technology, or Construction management from an ABET-accredited college or university. A degree in a similar field may be considered.


Licensure:

  • Valid Texas Driver's License upon hire, a good driving record

  • EIT certification (or similar) in the state of Texas.


Experience:

  • Minimum three (3) years* of Design or Management experience related to park and building projects such as

  • Park development including trails, parks, playgrounds, fields, parking lots

  • Facility projects including building improvements and upgrades, new community centers, and building renovations

  • Related supporting infrastructure


*In lieu of an EIT (7) years of Design or Management experience related to projects is acceptable


Knowledge, Skills and Abilities

  • Understanding the full project life cycle (for Park and Building projects) from inception through construction.

  • Ability to read, interpret, and analyze construction documents (plans, estimates and specifications).

  • In depth knowledge and comprehension of industry standard Project Management processes and procedures (with a focus on its practical application).

  • Strong written and oral communication skills with technical and non-technical individuals.

  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner.

  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.

  • Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects.

  • Knowledge in using e-Builder, Microsoft office and other similar software packages.

  • Experience in AutoCAD and Civil 3D in the production of construction documents/plans is a plus but not mandatory.

  • Ability to work independently with limited supervision.

  • Two (2) or more additional years' experience beyond the required amount in the design or construction of infrastructure.

  • Working knowledge of HCED and COH standards and specifications.

  • Ability to drafting and design small park projects that will be constructed using internal Precinct 3 construction crews. 

    • Examples of small park projects may include pickleball courts, 0.5 mile trail extensions, parking lot expansions, etc.

Position Type and Typical Hours of Work

  • Full-Time | Regular | 40 hours per week

  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload

  • May be required to assist during emergencies and natural disasters


Work Environment

Most assignments will be performed in an office, meeting, or operations center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

 

Physical Demands

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
