What you will do at Harris County Public Library:
The Senior Human Resource Coordinator supports the HR department by performing a variety of administrative and coordination tasks to ensure efficient daily operations. Key responsibilities include benefits administration, payroll processing, training facilitation, HR legal compliance, responding to employee concerns, and managing the talent acquisition process. This role requires excellent organizational skills, effective communication, and the ability to manage sensitive information with professionalism and discretion.
Duties & Responsibilities:
- Coordinate the onboarding process for new employees, promotions, and transfers, including preparing offer letters, managing background checks, arranging drug testing, ensuring completion of new hire compliance paperwork, and conducting orientation sessions
- Assist in the recruitment process by posting job requisitions, screening applications, scheduling interviews, and communicating with candidates
- Coordinate recruitment events such as job fairs and campus hiring initiatives
- Manage offboarding procedures, including conducting exit interviews and preparing final documentation
Provides timely assistance to team members regarding human resources questions and responds to employee concerns and issues - Serve as the primary point of contact for employee inquiries regarding HR policies and procedures
- Assist in HR initiatives to enhance employee engagement and satisfaction
- Processes invoices for the Human Resources Department
- Maintain and update employee records in HR systems and databases to ensure legal compliance
- Administers the bi-weekly payroll process using PeopleSoft (STARS), ensuring all deadlines are met and troubleshooting issues in coordination with Central Payroll
- Assist with benefits administration, including enrollments, changes, and terminations
- Assist with employee leaves, including Family Medical Leave (FMLA), Paid Family Leave (PFL),
and Worker's Compensation (WC) - Ensure compliance with labor laws, Harris County and HCPL policies, and human resources best practices
- Prepare regular reports on HR metrics, such as employee turnover and attendance
- Coordinate training programs and track employee participation
- Maintain training records and assist in identifying development opportunities for employees.
- Assist and support special projects
- Assist in organizing employee recognition and engagement events
- Performs other HR-related duties as needed, including tasks involved in responding to emergency
events, including natural disasters - Performs other duties and tasks as assigned

- Bachelor’s Degree in Human Resources, Business Administration, Management, or a related field from an accredited university or college
- Three (3) years of experience in a Human Resources support role or related office experience working in a large matrixed organization handling complex administrative duties
- Associate degree or 60 hours of secondary education credits from an accredited college or university in Human Resources, Business Administration, Management, or a related field from an accredited university or college
- Five (5) years of experience in a Human Resources support role or related office experience working in a large matrixed organization handling complex administrative duties
- Advanced knowledge in Microsoft Office applications including Outlook, Word, Excel, PowerPoint, SharePoint, NeoGov, PeopleSoft, and use of other standard office equipment and software
- Experience working in a creative, fast-paced environment that emphasizes excellence, teamwork, and adaptability to ambiguity
Knowledge, Skills & Abilities:
- Knowledge of Human Resources functions, including recruitment, employee onboarding and off-boarding, safety, engagement, and training and development
- Understanding of government regulations, compliance guidelines, and professional best practices as they apply to federal, state, and local employment laws (e.g., Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), Fair Labor Standards Act (FLSA), Workers Compensation)
- Excellent verbal and written communication skills, with strong abilities in writing, presentation, and effective delivery of information to diverse audiences
- Proficiency with HRIS systems management and Microsoft Office Suite (Word, Outlook, PowerPoint, Visio) with advanced Excel skills
- Organizational skills and attention to detail, with the ability to handle sensitive and confidential information, make independent decisions, and exercise sound judgment
- Manage multiple tasks and prioritize workload effectively to meet deadlines
- Accepted office business practices, rules, regulations, and policies
- Capability to establish and maintain effective working relationships with County departments, administrative offices, the public, and internal staff

- Days and hours of work are typically Monday through Friday, from 8 am to 5 pm.
- May require attendance at evening meetings, after-hour events, or off-site meetings.
- The selected candidate may be eligible to participate in the HC Telework Program.

Work Environment and Physical Demands:
