Position Overview:
This non-traditional nursing role is unique to Harris County Public Health (HCPH). Under the direct supervision of the Director of Nursing, the Senior Public Health Nurse will provide leadership and support for quality management activities within Harris County Public Health’s (HCPH) Community Health & Wellness (CHW) Division. The Senior Public Health Nurse is responsible for the nursing community of practice as well as assessment, development, and implementation of appropriate quality management tools and initiatives to support CHW programs in achieving their goal of providing high-quality services to the community.
Duties & Responsibilities:
- Primary leadership and instruction resource to all nursing staff including RNs, LVNs, MAs, and auxiliary clinical staff for the entire division. Develop and maintain a robust clinical nurse resource office including development and monitoring of policy, procedure, guidelines and competencies relevant to nursing practice - to include peer review as well as audit and maintain nursing competencies on a minimum annual basis.
- Works with CHW clinics to monitor clinical quality and to identify and resolve operational or other issues that are barriers to the provision of high-quality service in the community. Supports action plans and performs Plan, Do, Study, Act (PDSA) Cycle methodology to identify and resolve issues and drive improvement.
- Assures appropriate public health professional clinical competencies of applicable division staff by developing and implementing educational tools.
- Develops and updates Standing Delegation Orders (SDOs) as well as develops and implements educational/training.
- Acts as nursing liaison to various groups within the division and the department of Public Health.

Education:
- Bachelor of Science in Nursing degree from an accredited college or university
- Active license with no restriction as a Registered Nurse in the State of Texas by the Texas Board of Nursing
- Current licensure as a Registered Nurse in the State of Texas by the Texas Board of Registered Nurse Examiners
- Basic Life Support (BLS) Certified
- Valid TX Driver's License
- At least five (5) years working in a public health or ambulatory healthcare setting
- At least two (2) years of leadership experience in a related field
- At least two (2) years' experience providing clinical education in a public health, ambulatory healthcare setting, or related field
- Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook) and navigating Electronic Medical Record Systems.
- Excellent communication skills (verbal & written)
- Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
- Knowledge of current CDC recommendations for immunizations
- Ability to organize material, prioritize job tasks, make reliable judgments, and draw conclusions from verbal discussions and written data
- Ability to draw conclusions from data, such as lab tests, to record this information accurately in patient’s record, and to notify the medical providers when deviations occur

- Must be willing to flex work hours when required, including weekends

- This is a professional position that requires a combination of field work and office work
- This position will frequently visit Harris County Public Health's various clinic sites including field operations. Routine use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
