GENERAL SUMMARY
The Specialist provides professional support to a specific department or functional area. Responsible for recurring or daily functions and processes needed to achieve departmental goals and provide services. Includes some interpretation of federal and state laws related to department programs and services. Serves as a knowledgeable resource and contact to handle department-specific questions and issues.
DUTIES & RESPONSIBILITIES
- Develops, researches, and leads strategic projects, program plans, materials, briefings, talking points, presentations, and proposals on various workforce development matters for critical audiences.
- Researches, develops, and manages short-term and long-term departmental projects, programs, and strategic initiatives.
- Builds and manages the common framework across Harris County departments to achieve project and program goals and departmental initiatives.
- Designs, implements, leads, and evaluates projects that advance the objectives outlined in strategic planning for Learning & Development.
- Develops, implements, and evaluates operations and logistics for maximum efficiency, automation, and greater effectiveness.
- Serves as the subject matter expert in areas related to training and development this includes collecting, maintaining, and analyzing data for troubleshooting and resolving issues, determining program/project success, suggesting process improvements, and maintaining compliance with organizational, local, state, and federal policies and regulations.
- Identifies, analyzes, and manages training vendor solutions to ensure services are in line with the service agreements and support the established Learning and Development objectives.
- Establishes and maintains relationships with internal and external employees to identify
opportunities for support for training needs and create collaborative opportunities to provide learning solutions.
- Employees are responsible for executing the duties and responsibilities listed below, as well as any other duties as assigned. Some positions may require employees to work before, during, or after an emergency or disaster, at the department's discretion.
Education and Experience:
Bachelor's degree in a directly related field and three (3) years of directly related experience OR
Associate's degree in a directly related field and five (5) years of directly related work experience
OR
High School Diploma/GED and seven (7) years of directly related work experience

POSITION TYPE AND TYPICAL HOURS OF WORK
This job is a full-time non-exempt position
- Typical work schedule of Monday to Friday from 8:00 am to 5:00 pm.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
- This job requires working in an office environment and using standard office equipment such as computers, phones, scanners, and filing cabinets. The physical demands of the job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The work is considered sedentary, primarily involving sitting with occasional standing and walking.
