As our Business Systems Analysis Supervisor, you will play a critical role in ensuring that our information system products – including dashboards, reports, and both new and existing software – meet the evolving needs of our users and align with Harris County’s strategic objectives and goals. This is a hands-on position while also supervising a systems analyst, guiding their projects and fostering their professional growth. This is an exciting opportunity to define foundational processes where no formal structure currently exists, leveraging data and insights to enhance decision-making and optimize our business processes.


What You'll Do:

  • Develop a robust business systems analysis function: Define and implement foundational processes to effectively bridge business functions with analytics and audit initiatives. Supervise, mentor, and coach a business systems analyst, while managing work allocation, scheduling, performance, and addressing any issues.
  • Define and translate business requirements: Collaborate with users to clearly articulate their needs and translate complex business requirements into precise technical specifications, ensuring alignment with project objectives.
  • Provide crucial project support: Work closely with users to ensure dashboards, tools, and projects meet expectations. Support User Acceptance Testing (UAT) and provide necessary training and user support.
  • Stakeholder Engagement & Communication: Engage with stakeholders daily. Facilitate collaboration between process owners, users, and development teams. Build strong relationships, ensure alignment, and proactively address stakeholder needs.
  • Contribute to solution design and implementation: Contribute to the design and implement solutions that effectively meet business needs, including new system development and enhancements to existing systems.

Education & Experience:

  • A Bachelor's degree in accounting, auditing, computer science, data science, management information systems, or a related discipline from an accredited college or university.
  • Extensive experience in business/financial systems analysis: A minimum of five (5 ) years of relevant experience is required.
  • A minimum of two years of supervisory experience.


Knowledge, Skills & Abilities:

  • Strong understanding of financial systems: Advanced expertise with financial systems, particularly procure-to-pay processes and the Annual Comprehensive Financial Report (ACFR) financial reporting process. While ACFR experience in government is a plus, strong general financial reporting knowledge is critical.
  • Intermediate data analysis skills: Experience utilizing analytics tools such as Prophix, SQL, Power BI, ACL, Python, Tableau, Alteryx. A solid understanding of at least some of these tools (or equivalent) is essential. Familiarity with both data extraction languages (e.g., SQL, Python) and data visualization tools (e.g., Power BI, Tableau) is preferred.
  •  Advanced proficiency in Microsoft Office suite (e.g., Excel, PowerPoint, Visio)
  • Proficient system analysis and design skills: Demonstrated ability to analyze business processes and translate them into clear technical requirements.
  • Superior communication skills: Excellent written and verbal communication skills, including the ability to clearly communicate technical concepts to non-technical audiences.
  • Exceptional stakeholder engagement abilities: Proven ability to build strong relationships with internal and external stakeholders.
  • Demonstrated self-motivation and initiative: Ability to set goals, prioritize tasks, and proactively drive results without constant oversight.
  • Strong leadership skills: Ability to effectively lead and motivate a team, delegate tasks, and manage projects successfully.
  • Excellent analytical and problem-solving skills: Ability to analyze complex issues and develop effective solutions.

  • Business Analysis Certification (e.g., ABAC, ECBA, CFLBA, PBA) or willingness to obtain within 3 years of hire.

Work Environment:

  • This position requires a minimum of three days per week in the office, with the understanding that work schedule policies may evolve in the future.

  • May be required to work more than forty hours during the workweek or on weekends when special projects need to be completed, or deadlines need to be met.

  • Must be able to lift 20 lbs., carry 20 lbs., push and/or pull 30 lbs.

  • Position’s physical demands are 80% sitting, 15% standing, and 5% walking
