Job Objective:
The Director of Regulatory Compliance will lead and advocate for Harvest’s adherence to all federal, state, and local regulations across its asset base. This role ensures that compliance strategies are implemented effectively across diverse regulatory environments, focusing on risk management, safety, and efficient operations.

Essential Job Responsibilities:
- Lead and manage all regulatory compliance activities, ensuring adherence to federal and state requirements across all Harvest assets.
- Develop and implement compliance programs for pipelines, facilities, and infrastructure in alignment with company policies and regulatory standards.
- Serve as the primary liaison with federal and state regulatory bodies, advocating for Harvest’s interests in policy discussions and regulatory developments.
- Partner with the integrity and operations teams to ensure compliance is integrated into asset design, inspection, and maintenance processes.
- Monitor regulatory changes affecting Harvest’s assets and lead the development of updated compliance practices as needed.
- Establish clear policies and procedures to guide regulatory compliance efforts, ensuring uniform application across Harvest assets (O&M, Damage Prevention/Public Awareness, OQ, etc.).
- Manage regulatory inspections, audits, and reporting requirements, working closely with internal stakeholders to maintain documentation and regulatory records.
- Support due diligence and risk assessment activities for mergers, acquisitions, and divestitures.
- Ensure compliance training programs are available to field teams, keeping all personnel informed on evolving regulatory expectations.
- Develop and monitor metrics for compliance performance, using insights to drive continuous improvement.
- Oversee budget management, cost tracking, and forecasting for regulatory compliance-related activities.

- Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks, and participating in professional associations.
- Other duties as assigned by management.
Qualifications:
- Minimum of 15 years of experience in regulatory compliance within the oil and gas industry.
- Demonstrated experience working with US federal and state regulatory agencies across multiple jurisdictions.
- Knowledge of relevant federal, state, and local regulations, including PHMSA, EPA, OSHA, and other standards applicable to Harvest’s asset base.
- Strong leadership skills, with a proven ability to manage multi-state compliance programs effectively.
- Proficiency in Microsoft Office, SharePoint, and compliance tracking software.
- Availability for 24/7 on-call support in case of regulatory or emergency situations.
Education Requirements:
- Bachelor’s degree in Engineering, Compliance, or a related field.
