POSITION SUMMARY:
The Recipient Rights Advisorreports to the Office of Recipient Rights. The incumbent facilitates the prevention, complaint resolution, education, and monitoring of patients’ rights.
Recipient Rights Advisor duties include but are not limited to:
Investigation:
- Receives and investigates complaints which meet Office of Recipient Rights (ORR) standards per the Michigan Mental Health Code and determines whether or not patient rights have been violated.
- Assists complainants with complaints which do not meet ORR jurisdiction to the proper jurisdiction.
- Refers violations of rights to the CEO for remedial action when action has not been taken.
- Informs dissatisfied complainants of the appeal process.
Monitoring:
- Maintains case files and a record system for all reports of apparent or suspected patient rights violations received, including a mechanism for logging in all complaints.
- Monitors various reports to assure remedial action when apparent violations of rights are reported, including abuse, neglect, serious physical injury, expected death, discrimination and other apparent serious deprivation of rights, and apparent violations where remedial action would have serious impact on a class of recipients.
- Responsible for all appropriate notifications, reporting, etc.
- Acts as staff liaison to the Recipient Rights Advisory Committee.
Preventions:
- Ensures ORR education to each recipient, parents of minors, guardians or other legal representatives in a manner they can understand at the time services are initiated and periodically during the time services are provided. Ensure that they have access to summaries of the rights guaranteed by Chapter 7 and 7A of the Mental Health Code.
- Ensures ORR education to staff of the hospital within 30 days of their employment.
- Assists with drafting hospital rights-related policies and procedures, ensuring that policies are developed which are in compliance with Board expectation and the Michigan Mental Health Code.

Qualifications
- High School Diploma required. Bachelor’s degree preferred.
- Minimum of two (2) years of experience in a mental health setting required.
- Working experience and training in patient rights required.
- Knowledge of the Michigan Mental Health Code and Administrative Rules required.
