Title of Position: ASSISTANT BUSINESS MANAGER
Work Year: Twelve (12) months (non-unit)
Effective Date of Employment: July 1, 2025
Salary Range: $90,000 to $105,000

Organizational Relationship
or Line of Authority: Responsible to the Superintendent and/or Business Manager and/or
his/her designee.
Performance Responsibilities:
- Assists the Business Manager on financial affairs for Haverhill Public Schools.
- Completes financial reports for federal and state grants to receive quarterly payments.
- Issues financial statement of state and federal grants to administrators of grants reviewing receipts, expenditures, and current and projected balances.
- Completes final financial reports for grants.
- Maintains files of all grant projects, requisitions, purchase orders, invoices, warrants, and any other related material for all accounts in accordance with state and federal regulations and established procedures.
- Provides accounting services and maintains records essential to the preparation, administration, supervision and control of the budget to include monitoring grants and monitor construction accounts.
- Supervises Accounts Payable process and procedures.
- Supervises Payroll processes and procedures.
- Assists in the preparation of the encumbrance accounting system.
- Prepares and oversees an encumbrance accounting system LEA, grants and revolving accounts.
- Assists the Business Manager in the processes and procedures of all budget management to meet city, state, federal and Massachusetts Department of Elementary and Secondary Education (DESE) requirements.
- Works with city departments and provides information as needed and/or requested.
- Reports to the Business Manager on accounting affairs of the School Department and recommends changes and improvements as needed.
- Assists in the closing of books for each fiscal year and reports closing figures to the City Auditor’s office.
- Assists in the budget planning and development, long-range financial planning, and the following implementation functions: computation of net school spending, accounting, payroll, purchasing, bid specifications and contracts.
- Completes all required local, state, and federal financial reports.
- Supervises all accounting operations and establishes and supervises a program of accounting to record in detail all money and credit transactions
- Administers a budget control system for the Haverhill School District.
- Assists in coordinating all financial transactions for School Construction Projects and files necessary documentation for reimbursement.
- Oversees student activity accounts, revolving accounts, donation accounts and any other account in the City treasury that are established for school department purposes.
- Confers with City Treasurer on all School Scholarship accounts.
- Assumes general duties as directed by the Superintendent and/or Business Manager and the policies of the Haverhill School Committee.
Qualifications:
- Licensed by the Department of Elementary and Secondary Education as a School Business Administrator – All Levels - Required
- Master’s in Business Administration - Preferred.
- Member of MASBO – Massachusetts Association of Schools Business Officials - Preferred
- Demonstrated experience with educational financial software (BudgetSense – Preferred).
- Minimum of 3-5 years experience in School Business Department
- Working knowledge of Department of Elementary and Secondary Education accounting requirements.
- Experience with and knowledge of Massachusetts Education Reform and MGL Chapter 30B as related to fiscal management preferred.
- Such alternatives to the above qualifications as the Superintendent of Schools may find appropriate and acceptable.
