HCL administers two primary funds – the Hawaiʻi Emergency Loan Program and the Hawaiʻi Affordable Housing Fund. HCL originates, processes, underwrites, closes, and services all loans as well as provides mortgage brokering and packaging services to its borrowers. HCA provides development services to all HCL borrowers including financial education, credit counseling, and homebuyer education and pre-purchase counseling. Together, HCL and our partner nonprofit, Hawaiian Community Assets, provide community members with both financial education and the opportunity to act, also known as financial capability. The organizations’ accomplishments have been recognized by Brandeis University as “Empowerment Economics”, a national best practice for native communities and communities of color.
Since its inception in 2002, the organization has served more than 4,000 Hawaiʻi households with grants, loans, and mortgage brokering and packaging services, assisting underserved low- and moderate-income communities’ access more than $160 million for affordable housing and community development.
Responsibilities
The Home Loan Consultant responsibilities include communicating with applicants, borrower, and partners, underwriting construction loans, and managing the construction loan team for Hawaiʻi Community Lending and assisting other HCL staff as necessary in order to meet the organization's performance goals.
Lending
- Responds to inquires by potential applicants, determine eligibility or pre-qualification of loan product, completes loan application, and issues Loan Estimate along with required RESPA disclosures within 3 business days
- Introduce applicant to loan processor and shares the construction loan workflow process
- Stays in constant communication with applicant, and manages loan processor’s requests for updated financial documents and information as needed
- Pull and review credit to evaluate credit worthiness of applicants within specified limits
- Review and verify loan application and supporting documentation
- Complete income and underwriting worksheets to determine decisions for loan approval or denial
- Analyze loan risk and request additional information as necessary
- Submit construction loan credit packages to the Department of Hawaiian Home Lands as stipulated in the HCL construction guarantee MOA.
- Issue Closing Disclosure in accordance with RESPA requirements, assist homebuyers in accessing down payment, and closing cost assistance programs
- Refer homebuyers to additional resources and services to address their economic needs
- Maintain electronic client files through HCL’s mortgage loan software systems.
- Assist with answering phones for HCL
- Address customer and employee satisfaction issues promptly
Compliance/Reporting
- Review active loan pipeline and files at least weekly with construction loan team to determine if any documents are missing or what can be done to process loan to determination
- Utilize lending industry standards to determine if a potential borrower credit and income qualifies and demonstrates a good risk factor for the organization
- Operate in compliance with HCL’s established loan policies and procedures, NMLS, federal, state, and county laws and regulations, and adhere to lending compliance guidelines
- Maintain communication with borrowers, partners, HCA and HCL staff to ensure streamlined delivery of products and services
- Meet HCL construction loan program goals and metrics
- Ensures the proper handling and maintenance of confidential, sensitive and/or proprietary information.
- Performs job duties in accordance with HCL’s policies and procedures
- Considers HCL’s mission and core values when making decisions
Marketing/Promotions
- Conduct outreach to promote HCL, its loan products and services, HCA Financial Opportunity Centers, and HCA services
- Network to improve the presence and reputation of the branch and company with key stakeholders including, but not limited to, local residents, employers, nonprofits, public agencies, and businesses
Staff Training/Capacity Building
- Attend construction loan team meetings, and, if applicable, HCL Executive/Lending Director to review borrower pipelines and participate in training
- Share knowledge with other staff members, branches and headquarters on effective practices, competitive intelligence, business opportunities and needs
- Engage with HCA and HCL co-workers to bring out the best of the organization’s personnel by participating in training, coaching, development and positive motivation
- Locate areas of improvement and propose corrective actions that meet challenges and leverage growth opportunities
- Participate in community outreach events and training opportunities in-person state-wide, out-of-state, or virtually.
- Perform other duties as assigned by the Home Loan Manager
Qualifications
- Three (3) years of work experience in the lending industry as a loan officer, underwriter, loan processor, loss mitigation, or collection
- Be NMLS licensed or be willing to complete the training and SAFE licensing Exam within 3-months of employment, NMLS license is required
- USDA 502 Direct Loan Packager Certification within six-months of employment
- Able to comprehend and analyze content information gathered from different sources to make sound recommendations and decisions
- Able to work in a fast paced, team-oriented environment and complete assigned tasks within tight timeframes
- Demonstrate analytical skills and highly effective organizational skills, with significant attention to detail
- Demonstrate excellent communication skills, including the ability to conduct professional and effective discussions with a broad constituency; possesses highly effective writing skills
- Proficient with Zoom, Microsoft Teams, and Microsoft Office suite, including Word, Excel and PowerPoint.
- Data Management Systems experience preferred
- Must be at least 18 and have a High School Diploma/GED
This is a 32-hour work week, full-time, non-exempt hourly position. This position is remote work located in Hawaiʻi and services to be delivered throughout the State of Hawaiʻi.

Compensation
- Salaried position starting at $65,000 annually; commensurate with experience
