Note:  A flexible or hybrid work schedule may be available for an employee who has completed probation in this position and has a satisfactory performance record.  This work schedule may change at any time based on the operational needs of the work unit and at the discretion of the position's supervisor or administration. Responsible for reviewing six-year plans of one of the major programs in the Judiciary's program budget structure and is given assignments that regularly are the most difficult problems.Education Requirement: 
Completion of all academic requirements for a Bachelor's degree from an accredited four (4) year college or university. Excess experience of the type and quality described below, or any administrative, professional, or other responsible work which required a high level of analytical skills may be substituted for education on a year-for-year basis.

Specialized Experience: 
Three and one-half (3½) years of progressively responsible professional work experience in one or more of the following areas of concentration:

A.    Program Analysis and Evaluation:  Program analysis and evaluation is the systematic organization of information in useful ways to assist in making better informed decisions by examining the probable costs and consequences of alternative courses of action.  The experience must demonstrate familiarity with such analytical methods and techniques a sampling, probabilities, linear programming, break-even, cost-benefit, and Monte Carlo methods.  Work experience of this type is usually gained through employment in the following types of organizations:

1.    Program or budget evaluation office of a major governmental unit.

2.    Operations research department of a large industrial corporation.

3.    Organized research unit in universities.

4.    Private analytical organizations and firms.

B.    Program Planning:  Program planning is that process by which an organization decides upon its objectives, selects the methods to attain these objectives, and subsequently measures the degree to which its objectives have been achieved.  The experience must have involved direct participation in such activities as the review, analysis, and evaluation of program plans and budget requirements; preparation and recommendations in regard to program goals, policies, and priorities; development of fiscal policies and financial plans; and development, establishment and application of work measurement devices and techniques and standards for the evaluation of program performance.

C.    Program Budgeting:  Program budgeting is that process by which organizations allocate funds to attain objectives.  Qualifying experience and activities must have involved direct participation in the preparation and review of budgets and program plans for major programs.  This includes appraisals and comparisons of various program activities in terms of their contribution to overall program goals and objectives; analysis of how and to what degree existing levels of resources such as manpower, equipment, materials, and funds are meeting program goals and objectives; how variations in increments of resources would impact upon program goals and objectives; and revision of objectives, programs, and budgets in light of changing conditions and experience.

Non-Qualifying Experience:  Experience of a simple, routine, recurring nature involving the budgeting, programming and statistical reporting of an organization of limited scope, e.g., office manager, is non-qualifying.

Substitutions Allowed:

1.    Satisfactory completion of all academic requirements for a Master’s degree from an accredited four (4) year college or university which demonstrated the knowledge, skill and ability in the application of operations research, program analysis and evaluation methods and techniques in business or public administration or closely related field may be substituted for one (1) year of Specialized Experience.
