Recruitment Number 24-239TY, Program Specialist II (PACE Commission), SR-24D ($5,918 per month) to SR-24H ($6,922 per month)*, Honolulu, Oahu.

In accordance with Rule 23 of the Supreme Court Rules, the Commission to Promote and Advance Civic Education (PACE Commission) promotes and advances civic education for students and citizens throughout Hawaii.
The position is responsible for the overall coordination and leadership of the PACE Commission projects and activities.
The position plans, develops, coordinates and researches activities and projects to promote and advance civic education; increase civic education in the community and at schools; increases citizens’ knowledge about government; and promotes informed participation in government and democracy in Hawaii; develops, creates and coordinates educational resources for the public through collaboration with media, communication campaigns, statewide conferences, recognition award; and other means.
Education Requirement: A Baccalaureate degree from an accredited college or university.
Excess administrative, professional, technical or other work experience which has provided a general background of the type and quality described below may be substituted for a Bachelor's degree on a year-for-year basis.
Specialized Experience: Four (4) years of progressively responsible professional work experience in one or combination of the following:
A. Assisting in the management of the business and administrative activities of an organization which demonstrated the knowledge of and the ability to plan, coordinate and manage project(s) that impact the integration or functions of major/multiple operating programs of an organization; and perform extensive and intensive work involving program development and evaluation, development of new and revised procedures, review of working situations to ensure divisions are following guidelines for sound management practices, development of legislative proposals or analysis of the impact of proposed legislation, and engaging in research aimed toward improving the management system;
B. Analyzing, interpreting or evaluating technical material (e.g., statutes, rules and regulations); solving technical, managerial or administrative problems through the application of problem solving methods and techniques, such as identifying the problem and pertinent causal factors, developing and evaluating alternative solutions; recommending/implementing an appropriate course of action; and writing narrative reports; and/or
C. Performing work regularly encompassing difficult and complex situations and problems in a given specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation.
Supervisory Aptitude: Applicants must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in a similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitution of Education for Specialized Experience:
1. Satisfactory completion of all academic requirements for a Master's degree in business or public administration or a related field from an accredited college or university which demonstrates knowledge, skills, and abilities in the application of research and program analysis, evaluation methods and techniques, may be substituted for one (1) year of Specialized Experience.
2. Graduation from an accredited law school may be substituted for two (2) years of Specialized Experience.
