Duties Summary
Supervises the function and activities connected with the receiving and processing of building permit applications, reviewing and approving of building plans, and issuing of permits; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Department of Public Works - Building Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
- Assigns, supervises and reviews the work of Building Permit Clerks involved in the receiving and processing of building permit applications, review and approval of simple plans under specific conditions, issuing of permits, and collection of fees.
- Refers complex project plans and electrical or plumbing applications to appropriate members of the technical staff.
- Supervises the maintenance of records of permits issued and plans approved.
- Accounts for and deposits all fees collected.
- Supervises and participates in compiling data and preparing statistical reports covering number and kinds of permits issued and valuation of construction.
- Orients and trains new employees.
- Resolves disputes between Building Permit Clerks and the public.
- May perform counter work.
Minimum Qualification Requirements
Training and Experience :

Ability to : Read, interpret and explain rules, regulations, and policies, and provisions of the Building Code; prepare statistical reports; set and maintain simple bookkeeping records and files; make accurate arithmetic computations; meet and deal effectively with others; plan, assign and review work of subordinates.
