Duties Summary
Performs counseling and case management services for moderately difficult criminal cases; provides information, counsel, advice, and assistance to victims / witnesses of criminal acts; acts as liaison between the victims / witnesses and the criminal justice system agencies; and performs other related duties as required.
There are two (2) immediate vacancies with the Office of the Prosecuting Attorney :
- One (1) temporary full-time vacancy not-to-exceed 06 / 30 / 2025 with the Victim / Witness Unit in Hilo.
- One (1) temporary full-time vacancy not-to-exceed 06 / 30 / 2025 with the Victim / Witness Unit in Kailua-Kona.
NOTE : Extension of position beyond June 30, 2025 will depend on available funding. Grant funded positions are considered "temporary" and have a specific end date noted. Funding for these grants have continued for years, and the Office of the Prosecuting Attorney anticipates no changes in receiving this funding. Because grants are not guaranteed, positions must be defined as temporary.
Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
Certain Victim / Witness Counselor I, SR-20 positions are career ladder positions. The next level in the series is Victim / Witness Counselor II, SR-22, $5,258 - $6,399 / month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Ability to : collect, analyze, and evaluate facts; utilize a wide variety of interviewing techniques in dealing with individuals of varying backgrounds who are under stress; interpret and apply the regulations and provisions of the law to the specific problem; speak and write clearly; advocate for the victim and / or witnesses; multi-task and effectively manage large caseloads; work effectively in a team environment; be flexible and adapt to constantly changing work environment; use standard office equipment including computer programs; and establish and maintain an effective working relationship with victim / witnesses and public and private agency representatives.
