Overview
PURPOSE STATEMENT:The Supervisor, New Service Installation performs first-line supervisory duties for Maui County (including Maui, Molokai and Lanai operations) in planning, organizing, coordinating, scheduling and directing activities and personnel involved with the new residential and commercial gas service for non-utility and utility accounts in an efficient, effective and profitable manner. They provide support to operational requirements where needed and are responsible for meeting all company-defined compliance requirements impacting this activity. Subject to on-call 24/7 duties.
Responsibilities
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Reviews, plans and prioritizes work assignments and projects to fulfill daily operational and support requirements in collaboration with Operations Superintendent &/or Sales personnel.
- Performs as project manager during the planning, construction, and turnover of projects working closely with the Managers &/or Directors of larger projects.
- Works closely with the Client Services & Business Development, Engineering, the Operations Superintendent, installation crew, customer, and outside contractors to ensure orderly progression of the job.
- Provides engineering design support for customer applications including construction sketches for tank location, pipe alignment and meter set information, ensuring compliance with applicable codes/standards and O&M Manual.
- Prepares cost estimates, relevant permitting (fire, plumbing, etc.) and discusses cost estimates, including any aid to construction required, tank location, piping run and meter location with customers; and collaborates with Operations and Administration teams.
- Coordinates installation schedule with customer and company resources. Supervises inter-department processes/workflow involving new service installations and initiates changes as necessary. Interfaces with customer and operations on relocations, abandonment and/or maintenance of gas equipment; coordinates with government/regulatory agencies as required. Establish capital projects in financial system. Ensures availability of resources equipment and materials required for the job; requisitions specialized parts, equipment or and support services.
- Reviews the status of project reports prepared by project personnel or contractors and modifies schedules or plans as required. Performs post-installation audit. Approves contractor invoices. Confers with support project personnel to provide technical advice and to resolve customer issues, concerns, or problems. Serves as the Company contact for the resolution of all customer issues. Provides feedback to the Sales Team during the process and upon completion or termination of project.
- Supervises and coordinates work in operational and administrative functions across Maui County, including Foreign Ship/Barge unloading operations. Substitutes for other supervisors as needed.
- Assists the Operations Superintendent in the following activities:
- Standards and procedures that result in an adequate rate of return.
- Improvements to technology, systems, and processes.
- Activity objectives, including staffing level and the preparation and submittal of capital and operating budgets.
- Complies with all federal/state/local codes and regulations and Company policies, procedures and standards. Interprets and promulgates code requirements regarding the installation and maintenance of service lines and metering systems.
- Responsible for effective supervision of personnel and employee training and development. In collaboration with the Operations Superintendent and in conjunction with the Human Resources Department recommends hiring, promotion, discipline, and other personnel action of or pertaining to employees; performs Step 1 of the grievance procedure in the Collective Bargaining Agreement. Approves timesheet, requests for paid and unpaid absences.
- Responsible for recommending guidelines, procedures, and policies for operational area consistent with Company policies and standards. Implements Company or Division policies and standards. Assists the Operations Superintendent in implementing department goals and objectives.
- Provides and enforces appropriate safety rules and procedures; provides for a safe work environment. Coordinates and provides EH&S and technical training programs; maintains records of all training conducted. Complies with all written safety rules and procedures; promptly reports all unsafe acts and conditions and corrects those within authority.
- Takes proactive approach to keep current with codes and regulations, latest technology, trends, processes and developments in this industry.
OTHER FUNCTIONS/RESPONSIBILITIES:
- Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
- Complies with all applicable Hawaii Gas policies and procedures.
- Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
- Subject to on-call 24/7 duties.
- Performs all other related duties as instructed by manager.
Qualifications
Required Education and/or Work Experience:
- High School Diploma or equivalent.
- Two (2) years of construction or relevant work experience.
Preferred Education and/or Work Experience:
- Bachelor’s degree in engineering or related field.
- Two (2) years of experience in LPG operations.
Required Licensure, Certification, Registration or Designation:
- A valid Hawaii driver’s license.
- Access to an insured vehicle with current registration.
- Must obtain a Hawaii Driver’s CDL, Type B license with H endorsement within 12 months of hire/transfer.
