JOB DUTIES: The Assistant Quality Director supports the hospital-wide quality assurance (QA) and performance improvement (PI) programs. The incumbent participates in the planning, developing, and implementation of the programs to improve patient care services; including patient safety, clinical outcomes, organization effectiveness and process efficiency. Assisting to ensure that QA and PI programs meet accreditation, licensing and other regulatory requirements. Utilizes his/her knowledge and expertise to direct and oversee Risk Management operations in collaboration with other staff involved with Risk Management activities. This position supports initiatives to ensure compliance with all regulatory bodies and payer programs, including but not limited to; The Joint Commission, CMS, FDA, CDC, and DOH standards. Responsible for short- and long-range planning and promotion of interdisciplinary team practices. This position may be required to work shifts, weekends, and holidays.
MUST BE AVAILABLE TO WORK SHIFTS AS NECESSARY BASED ON HOSPITAL OPERATIONS; SERVICES ARE PROVIDED 24/7.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION:
- Bachelor’s degree in healthcare, hospital administration, public health administration, or nursing. Master’s degree in healthcare related field preferred.
EXPERIENCE:
- Four (4) years of progressively responsible professional experience in program planning in quality management, nursing management, and/or other related healthcare field. Prior experience with regulatory accreditation, i.e.; The Joint Commission, CMS Conditions of Participation preferred.
- Administrative Experience: One (1) year of responsible experience, which involved active participation in and major responsibility for the development, management, execution and coordination of policies, programs, and/or activities. Knowledge of and ability to use process improvement tools.
CERTIFICATION:
- None required, CPHQ (Certified Professional in Healthcare Quality) preferred.
LICENSURE:
- None required; licensure in a clinical discipline preferred.
DESIRED SKILLS:
- The position requires substantial knowledge of clinical health care activity in an acute-care hospital, supervisory experience, knowledge and ability to support process improvement initiatives. Ability to develop policies and procedures. Has the ability to prepare oral and written reports, provide effective presentations and education sessions to hospital staff, medical staff, and in dealing with the public; has knowledge of The Joint Commission standards and CMS Conditions of Participation and the ability to interpret and apply regulations, suggest,
coordinate, and oversee implementation of corrective actions. The employee should be able to initiate and maintain working relationships with members of the medical staff, nursing, and other departments and agencies affiliated with the hospital; facilitate in dealing with and developing policies and procedures experience or documented evidence of competence in the area of
practice, and administration.
Demonstrates interest in and knowledge of current trends and new developments in healthcare administration, The Joint Commission standards, rules, and regulations. Ability to communicate well with individuals at all levels; work as a team member; shows management, leadership, decision-making, interpersonal, and communication skills. Interpret policies with analytical and practical application. Generate enthusiasm and cooperation from others as part of the leadership of KCH.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read, without strain, printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to
compensate satisfactorily. May be exposed to infections and contagious diseases. Able to work in stressful environment.

STEPS TO AN ADMINISTRATIVE REVIEW, SUBSEQUENT APPEALS: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals.
