Description

This posting is being used to fill various Architect positions at the specified location. The authorized level of the position is ArchitectV. Applications are being accepted down to the Architect III in the event of recruiting difficulties.

SALARY RANGE: All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

Architect III, SR-22: $6,712.00 - $7,686.00 per month

Architect IV, SR-24: $8,289.00 - $9,492.00 per month

Architect V, SR-26: $8,951.00 - $10,252.00 per month

Examples of Duties

  • Supervises and works with a small group of lower-level architects and draftsmen in the preparation of designs, plans, specifications and estimates for major and complex buildings and structures such as schools, health, social services and higher education facilities, and other government buildings, which include new construction, remodeling, alterations, and major repairs;
  • Assigns work to subordinates, observes work in progress, providing assistance and technical advice as needed in the solution of unusual or complex problems;
  • Reviews finished work for architectural design values, technical adequacy and conformance to departmental objectives; reviews completed plans and specifications prepared by contractors for compliance with building, plumbing and electrical codes, and with fire and health regulations;
  • Inspects construction and architectural work done by contractors to insure compliance with designs, plans, specifications, and contract agreements; confers with engineers engaged in the preparation of structural, electrical and mechanical plans;
  • Makes recommendations and suggests changes in materials and construction, and makes necessary adjustments in architectural designs to fit structural, electrical and mechanical requirements; interprets building code requirements;
  • May recommend building sites and types of buildings best suited for the intended purpose.

Minimum Qualifications

Education Requirement: Graduation from an accredited school or college of architecture or engineering, with a degree in architecture or architectural engineering. Four years of successful and progressive experience in architecture which will enable the applicant to perform successfully at the professional level may be substituted for graduation from college provided this experience demonstrates a thorough knowledge of the fundamental principles and theories of professional architecture and an understanding of the field of architecture comparable to that which would be acquired through successful completion of a full four-year course leading to a bachelor’s degree in an accredited college or university with a major study in architecture.

Experience Requirements: Except for the substitutions provided for in this specification, applicants must have had progressively responsible experience of the kind and quality described below and in the amounts shown in the following table:

  • For the Architect V level, supervisory potential rather than actual supervisory experience may be accepted. Supervisory potential or the ability to perform supervisory duties will be considered to have been met when there is strong evidence of the necessary supervisory aptitudes as demonstrated by outstanding performance on special assignments of understudy supervisory activities, self-development programs such as further education or training in supervision or affirmative appraisals by supervisors as to leadership qualities.

Architectural Experience: Professional architectural work experience in developing and preparing complete designs, drawings, specifications, estimates of buildings, structure, and installations. Professional experience is comprised of the performance of the recognized architectural functions based on and requiring a thorough knowledge and application of the basic physical, mathematical and architectural sciences to the solution of theoretical or practical architectural problems.

The following kinds of experience are not acceptable as professional architectural experience:

  • Routine drafting or development of plans where no original investigations or designs are involved;
  • Artistic, scientific or technical illustrating activities in the drawing, inking, lettering or coloring of maps, charts, posters, etc., for purposes of publication, exhibition or scientific record;
  • Landscape architectural work consisting mainly of the layout, design, construction or maintenance of land areas and landscape features, including ground and water forms, vegetation, roads, walks, incidental structures, and other landscape features;
  • Experience in city or community planning work that relates to the broad social and economic growth and development of such community services and facilities as industry, commerce, transportation, streets, utilities, and parks;
  • Structural engineering experience per se; i.e. stress analyses, and design of foundations and structural framing of concrete, timber, steel and masonry structures;
  • Experience in inspection and field supervision of construction of engineering projects;
  • Experience in design, fabrication, testing, operation, installation or maintenance of electrical, mechanical, communication, heating, ventilation or related equipment;
  • Experience in the repair of ship hulls or superstructures; and
  • Engineering experience limited to the preparation of contract specifications; estimating of construction materials and costs.

Quality of Experience:The required amount of experience will not in itself be accepted as proof of qualification for a position. The applicant’s record of experience and education must show that applicant has the ability to perform efficiently the duties of the position. For the Architect V level, at least one year of the required Architectural Experience must have been experience comparable to the Architect IV level in the State service; viz., licensed professional architectural experience.

Substitutions Allowed:

  • Substitution of a master’s degree in Architecture or Architectural Engineering for Architectural Experience: A master’s degree in Architecture or Architectural Engineering from an accredited school or college may be substituted for one (1) year of architectural experience.
  • Substitution of Supervisory Experience for Architectural Experience: Excess supervisory experience of the type and quality described above may be substituted for Architectural Experience on a year-for-year basis. Supervisory Experience is defined as professional architectural experience which included coordinating and assigning workloads, evaluating performance, assisting in difficult and problem areas, training subordinates, and maintaining high standards of work and timely accomplishment of work objectives.

Professional Architect License Requirement: For the Architect IV and higher levels, applicant must possess a Hawaii State Certificate of Registration as professional architect.

Driver’s License Requirement : Applicants must have a current, valid driver's license.

Tests: Applicants who do not possess a bachelor's degree in architecture or architectural engineering, but qualified through substitution of progressively responsible architectural experience, as provided for in the Education Requirement section above, may be required to take and qualify on a written test designed to measure the applicant's knowledge and understanding of the architectural sciences and techniques and their application to architectural problems.

Supplemental Information

Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

Temporary Assignment: Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below:

  • A copy of the applicant’s TA History Report or equivalent system-generated report;
  • A signed letter from the applicant’s supervisor that includes the applicant’s name, his/her TA job title, the TA start and end dates (from mm/yy to mm/yy), his/her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,
  • Copies of the applicant’s signed SF-10 Forms.

Documents: Attach all relevant supporting documents to your application. Documents that were attached to applications submitted before November 16, 2023 do not automatically attach or transfer to applications submitted on and after December 16, 2023. All submitted documents become the property of the Hawaii State Department of Education.

Information about Temporary Positions: Temporary positions may be extended year to year, dependent upon funding and departmental needs. Making yourself available for temporary positions increases your employment possibilities and may lead to permanent opportunities. A person hired for a temporary position may also become a temporary employee upon satisfactory completion of the initial probation period of at least six months. Once a temporary employee, you would be eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits as afforded to an employee in a permanent position, with the exception of return rights and placement rights associated with a reduction-in-force.

  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
