TYPE OF APPOINTMENT ISSUED : This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION / ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Information Technology Director of the IT Project Management Branch, the Decision Support Specialist I :
- PROJECT INITIATION & PLANNING : a) Identify and understand the current organizational structure, processes, and "as is" state; b) Leverage information gathered in the "as is" state to identify improvement opportunities, possible gaps, and map out a "to be" state; c) Work with business owners, end users, etc. to gather and elicit business requirements, use cases, and user stories, and priorities, as well as ensure common understanding and consensus; d) Analyze and define requirements in enough detail to be able to investigate possible solutions; e) Provide requirements and analyses to project managers for the development of project charters, project plans, scope, resource planning, solution solicitations, etc. f) Participate in solution demos and reviews to determine if solutions meet the requirements (initial fit-gap analysis), including any technical constraints g) Participate in project planning meetings to provide information and updates in the area of responsibility.
- PROJECT EXECUTION & CONTROL : a) Work with business owners, end users, etc. to identify where the selected solution meets requirements or misses requirements (fit-gap analysis) and develop possible options to address gaps, including any technical constraints, data integration and migration issues that may impact business requirements or trigger business process changes; b) Manage the requirements documentation life cycle including documenting changes to requirements as the project is executed (e.g., requirement modifications, decision documents, etc.), as well as requirement reviews, priorities, and validation activities; c) Ensure requirements alignment during project execution by tracing the develop, integration, migration, customization, and solution activities back to the requirements and business cases; d) Coordinate and facilitate the development and execution of test plans and user acceptance testing to ensure the project deliverables are implemented according to requirements, report results and any issues that need to be resolved e) Participate in project management meetings to provide information and updates in area of responsibility.
- PROJECT CONCLUSION & CLOSURE : a) Together with the project manager, review project milestones and deliverables to ensure completion of all requirements prior to final sign-off b) Provide all documents (e.g., requirements, testing results, decision documents, etc.) are updated and complete and provide them to the project manager for appropriate hand-off, posting, storing, etc. with the business and technical teams (i.e., hand-off to operations); c) Participate in lessons-learned sessions and provide input based on area of responsibility; d) Together with the project manager, close out the project and hand-off to the business and technical operations team.
- DAILY OPERATIONS : a) Participate in branch staff meetings; b) Provide input and recommend improvements for operational and procedural efficiencies within the branch; c) Provide input and recommendations on potential projects; d) Remain current of industry information, trends, best practices, etc.; e) Remain current on emerging technologies that could impact operations and / or projects
- Performs other related duties as assigned.
Minimum Qualifications
Education : Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in management information sciences.
Education Substitution : Graduation from an accredited college or university with a bachelor's degree in information and computer sciences or business administration with specialization in management information systems.
Experience : Two (2) years of responsible professional work experience in management information systems, systems analysis, and / or computer programming of which one (1) year shall have been in an education program, agency or system.
Combined Education and Experience : An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge : Business statistics; computer-based information systems; programming application systems; computer and data systems; information systems in organizations; information systems analysis and design.
Desired Knowledge : Project management methodologies / tools; business analysis, planning, and monitoring; business requirements gathering and elicitation; requirements analysis and design; solution evaluation; communication, collaboration, conflict resolution strategies; requirements life cycle management; process and strategy analysis; business analysis approach development; documentation methodologies and standards; user acceptance testing and test plan development; fit-gap and solution constraints analysis; information technology project and operations management in an education setting (preferably K12).
Ability to : Perform various assignments in information collection, dissemination and training activities; communicate effectively with others both orally and in writing; operate computer and other business machines; learn laws, rules, regulations, and administrative procedures pertinent to the area(s) of assignment.

Supplemental Information
SALARY RANGE : EOSR-6, $105,637 to $149,536.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $105,637
WORK YEAR AND BENEFITS : This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
