TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

Examples of Duties
Under the general supervision of the Educational Specialist III of the Special Needs Section, the Educational Specialist II:

Provides leadership in the planning and implementation of statewide supports and programs for student who are deaf & hard of hearing (D/HH) by providing training, guidance, and technical assistance to schools, complexes, and district level personnel.
Determines formats and approaches to achieve program and budget objectives; defines needs of target populations; researches trends at the national and state level, as appropriate to the position. - Serves as point of contact to complex area resource staff related to inquiries about the instructional needs of students who are D/HH. Assumes the role of liaison between complex areas and Hawaii School for the Deaf and the Blind by providing information and coordinating services. Provides expert consultation, in coordination with complex area resource staff, on school level programs and services.
- Collects and analyzes data on students who are D/HH (count, services and supports, placement and location) to assist state office and complex areas with program improvement. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, create memorandum(s) legislative testimony, and other documents, as required.
- Works collaboratively with internal and external stakeholders on statewide initiatives, program planning, development, professional development, and training/workshop opportunities that develop and promote a coordinated, integrated framework that addresses the learning needs of students with disabilities, have evidence of effectiveness, and which are intended to change participant's practice in his/her field and build district-level capacity. Continuously monitors and evaluates the assigned statewide D/HH programs, ensuring compliance with program plans, state and federal requirements.
- Builds parent/legal guardian and community partnerships that support both awareness and development of appropriate educational services for students who are D/HH. Provides parents and legal guardians with learning opportunities that support the increased awareness of the child's disability and practices that support success.
- Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment.
Education Substitution: Bachelor's degree from an accredited college or university with specialization in Deaf Education or a subject appropriate to the assignment plus two (2) additional years of relevant experience.
Desired Education: An advanced degree, such as Educational Specialist or Doctorate in Special Education, preferably in Deaf and Hard of Hearing.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Desired Experience: Of the required experience above, four (4) years teaching deaf, hard of hearing, and/or deaf-blind students and (2) years as an educational specialist or administrator at the school, complex or state level.
American Sign Language proficiency at the intermediate level.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Instructional strategies and curriculum for D/HH/DB students; instructional strategies and systems support for inclusive practices; foundations of special education programs, instructional materials, strategies, and methodologies; transition service planning and programs; procedures regarding the discipline of students with disabilities; instructional media and computers.
Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to: Develop and implement training plans; adapt training principles to the learning situation; conduct in-service training applicable to deaf education, special education and related services topics; cope effectively with crisis situations and proactively problem-solve challenges; coordinate and collaborate with school and district level staff; organize and prioritize workload assignments.
Supplemental Information
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
