TYPE OF APPOINTMENT ISSUED:
This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Educational Specialist III of the Student Support Section, the Educational Specialist II:
Provides leadership and direction to the Department and its shareholders in the analysis, planning, development and facilitation of coordinated prevention and intervention of student support programs and initiatives.
  • Analyzes, plans, develops and implements statewide programming for the Department, inclusive of, but not limited to, evidence-based and innovative practices, guidelines and procedures, and professional development resources.
  • Provides coaching and technical assistance to complex areas and schools to ensure their capacity to develop, innovate and sustain comprehensive student support systems that effectively address student needs. Capacity development includes guidance related to federal and state laws, Hawaii Administrative Statutes, Board of Education policies and procedures.
  • Collaborates with other Department offices, agencies, organizations, complex areas and schools to coordinate, develop and deliver activities, resources and strategies related to student support programs and practices.
  • Plans, coordinate and conducts professional learning opportunities and related resources for district, complex area and school staff.
  • Prepares program plans, performance reports, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, memos and other documents, as required. Serves as a liaison between the Department and other agencies, private organizations, community groups and professional organizations related to areas of assignment.
  • Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment.

Education Substitution: Bachelor’s degree or certificate/license in education plus two (2) additional years of relevant experience related to the areas of the assignment.

Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge: Current trends in American education; educational leadership and administration; assessment and evaluation; student support services and programs; principles of research; standards-based education; K-12 Counseling, behavioral health supports, school guidance, diagnostic services, Positive Behavioral Interventions and Support, Response to Intervention.

Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.

Desired Ability to: Develop and implement on-line professional development and appropriate on-line tools (i.e., Sharepoint, podcasts, voice threads, website, WebEx, webinars, etc); organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.

Supplemental Information

SALARY RANGE: EOSR-7, $110,136 to $155,904.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $110,136.

WORK YEAR AND BENEFITS:
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
