BRIEF POSTING DESCRIPTION:

JOB FUNCTION:

Leads cross-functional teams at the direction of the Interconnection Delivery Manager, to effectively implement the interconnection of independent power producers for the service territories on Oahu, Maui County and Hawaii Island pursuant to PUC and executive steering group expectations. Responsible for implementing the overall Renewable Energy plan for interconnection of independent power producers (“IPPs”), which includes scoping, scheduling, budgeting, PUC application development for overhead lines and approval, procurement, engineering coordination, technical standards development, and program and capital project implementation consistent with the Renewable Energy strategy through project commercial operation.


Provides leadership and strategic recommendations on all issues related to the implementation of the Renewable Energy plans for interconnection of IPPs, consistent with the overall Renewable Energy strategy and standards set by the Project Director. Drives, facilitates, and ensures that each business unit provides work products that are appropriate to successfully bring each Power Purchase Agreement into commercial operation. Reviews and analyzes status from cross-functional team to drive the implementation of projects and provide reporting to Project Director as well as applicable Managers/Directors/Executives, IPP representatives, and the Public Utilities Commission.


Leads and implements LEAN continuous improvement best practices to enhance and achieve operational excellence with a safety mindset.


ESSENTIAL FUNCTIONS:

Project Management and Governance

  • Ensures required work is justified, reasonable, cost-effective, and timely to meet the delivery of contract commitments. Manages policies with contracted Independent Power Producers, Co-generators, and Qualifying Facilities for each service area. Provides recommendations and training on technical issues which require the integration of knowledge and expertise in all areas of renewable energy resources. Supports the development of and maintains a project management filing system to file historical data (ex. costs, schedule, and work scope) and new policies, agreements and standards created to interconnect IPPs.

Renewable Energy Team Support

  • Helps to oversee the Renewable Energy Strategy for the interconnection of IPPs and acts as a point of contact with key individuals both inside and outside of the company in the interest of joint problem solving, coordination and ensuring technical, political, and regulatory developments.
  • Ensures decisions and actions related to the interconnection of IPPs which directly and significantly impact the financial integrity and ability of the company to provide renewable projects to commercial operation and that may affect credibility and/or liability of the company in the areas of operational safety, environmental compliance, public and regulatory relations are implemented.
  • Provides support to the Renewable Energy Resources operational team to ensure the strategic philosophy is carried through in planning, prioritizing, organizing, implementation, and execution in interconnection of IPPs. Ensures that team members have all resources, information, and direction necessary to successfully bring PPAs to commercial operation. Informs team members of their roles, project information, and obtains their support in meeting project goals.

Testimony and Community Outreach

  • Prepares, reviews and may deliver expert testimony and other documents, filed with the Public Utilities Commission (PUC) or other external agencies such as the State Legislature, pertaining to renewable energy initiatives. Helps to support the communication of Renewable Energy strategy and initiatives in community outreach efforts.
  • Manages, directs, investigates and/or researches utility best practices related to the renewable energy. Remains informed on political, regulatory, technical advances/innovation and progress related to functional area. Update technical interconnection requirements for future RFPs.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Bachelor’s degree in Engineering, Business Administration or related field. Master’s degree in related field preferred.
  • Knowledge of the theories and principles of project management and/or engineering normally acquired through advanced college level courses or equivalent experience.
  • Working knowledge of Renewable Energy technologies, both commercial and emerging, and their utility scale applications.
  • Working knowledge of resource planning, transmission planning, distribution planning, renewable energy planning, and the design, and permitting, and construction of interconnection facilities.
  • Understanding of various renewable energy technologies and their relative advantages and disadvantages when integrating with utility grids.
  • Working knowledge of utility regulation, PUC investigative dockets, and rate cases.
  • Working knowledge of personal computers, cloud-based and related software applications to include word processing, spreadsheets, presentations, data bases, and project management.
  • Working knowledge of commonly used terms and conditions of contracts and the elements of a contract.
  • Working knowledge of Company budgeting and forecasting systems and procedures.
  • Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
  • Knowledge of safety principles and best practices to achieve a safe workplace environment.

  • Strong written, oral and presentation skills. Strong written skills, including clear, comprehensive, and succinct communications for a wide variety of internal and external audiences.
  • Demonstrated experience with the IRS models and analysis preferable.
  • Experience in preparing and providing testimony before public agencies, or at governmental or public meetings is desirable, Experience in preparing and providing testimony in a regulatory proceedings of the PUC preferable.
  • Demonstrated analytical and administrative skills required for such tasks as carrying out company/department policies and procedures.
  • Analytical, organizational, and conceptual skills to handle various complex ideas, projects, and programs.
  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

Experience Requirements

  • Multiple (5-7) years of relevant experience in the utility industry including project management, supervision of a project management, engineering, planning, design or operations group.
  • Project Management Professional Certification and/or State of Hawaii Professional Engineer License preferred.
  • Several (3-5) years of experience in renewable technology acquisition preferred
  • A few (1-2) years of experience with the design, construction, and start-up of renewable generation and T&D systems preferred.
