Job Purpose: Primary Purpose is Performance of Services for Government Agencies
This person manages the daily operational workflow for HT Federal and provides leadership and guidance to HT Federal Employees. This person will be the interface for workflow, field escalations, customer care and HT Federal liaison with HTI and CBI in connection with Affiliated Services. This role will interface with Customers, various HT Federal workgroups, and various business partners as required. This role may also oversee other operational elements of HT Federal as needed.
The ability to pass an extensive background screening is required. This person will also manage employee resources that hold similar credentials and must understand and comply with the associated security requirements outlined in the NISPOM.
Essential Functions:
This is a supervisory/management role. Provide oversight of daily activities and coordinate workflow priority
- Provide direct supervision and leadership to field resources to include daily work assignment, scheduling, time reporting, accountability, training, safety, vehicles - tools as required.
- Ensure time reporting procedures are followed to effectively and accurately account for capital and expense labor for time worked.
- Establish KPI's, manage performance and MTTR to support superior operational effectiveness
- Ensure the goals and objectives of the organization are accomplished within the prescribed timeframe and funding parameters.
- Communicate effectively with HT Federal Customers and ensure their needs are met
- Participate in site surveys and collaborate on design and engineering needs where required
- May oversee other operational elements to ensure effective operations (Planning/Engineering/Field/etc.)
- Create improvement plans and programs to ensure timely implementation of process, system and/or operational changes. May be required to perform tasks or to assist other HTF team members
- - (EG- Field inspections, quality reviews, safety observations, safety meetings, and field assistance).
- Manage the assigned field work schedules to most effectively meet customer needs (may include On Call time and or field resource overtime requirements)
- Ensure HT Federal has a comprehensive and effective safety plan in place to protect its employees and also leverage CBI corporate safety policies adopted by HT Federal.
Education
- Two years of College or Technical School resulting in an Associate's Degree or equivalent experience
- Must possess a valid Hawaii State Driver License.
- Able to pass the National Safety Council Defensive Driving Course upon hire
- Able to pass an enhanced background screening
- Able to qualify for Base/Installation Access (DBIDS/RapidGate/AIE/CAC)
Experience
- Minimum 3-5 years of functional experience in a Telco environment
- Working knowledge of safety practices, procedures and documentation of compliance.
- Working knowledge of various automated system functionality including but not limited to dispatching, trouble administration, provisioning, facility records, outside and inside plant records, customer records, and billing.
- Previous experience in a field operations, COEI, 911 operations, broadband data services, planning, engineering, or outside plant equipment installation/maintenance role a plus.
- Prior experience and /or fundamental knowledge of fiber and copper networks required.
- Proficient with basic computer operations including but not limited to Microsoft Office Applications, Internal Dispatch Operations, Outlook, Google Earth (KMZ) and e-web navigation.
- Prior military service or government employment is a plus

- Self-Motivated with the ability to supervise a team of professionals, be accountable and to motivate others
- Excellent supervisory/customer/team member relationship skills - the ability to manage conflict effectively
- The ability to plan, organize - prioritize workload and hourly availability to provide maximum efficiency
- Basic understanding of planning and engineering practices and processes
- The ability to focus on building and growing the HT Federal Business
- Technical background/experience in Copper and Fiber networks, installation and repair a plus
- Technical background/experience in Data transport services, LAN/WAN, COEI, etc. a plus
- Technical knowledge of digital and analog test equipment to troubleshoot and qualify circuits/spans a plus
Work Environment
- This is a supervisory role with responsibility to the business overall and leadership to employees assigned.
- Primarily a daytime tour of duty; may manage an On Call field resource schedule that covers night and weekend work and/or a rotating schedule. (if Required)
- Management oversight, availability and accountability to field resources working late hours and weekends to complete assignments and projects. (if required)
- This field work may be performed at various locations under varying indoor and outdoor conditions.
- Potential travel to Neighbor Islands for emergency/disaster/outage conditions, meetings, conferences, extended training, and project support.
- May require, lifting/carrying up to 40 lbs.
Supervisory Responsibilities
- Will manage a team of professionals as assigned.
Salary range: $90,000-$135,000
