The Surgical Services & Outreach manager provides oversite, direction, coordination, and evaluation for the Surgical Services and Outreach clinics at Hawarden Regional Healthcare. This manager will provide accountability for planning, directing, leading, and evaluation care within this department in accordance with the organizations policies and applicable laws. Responsibilities include overseeing the daily workflow, staffing, orientation, training, and development of employees within the department to include performance appraisals and disciplinary actions. Under limited supervision, the Surgical Services & Outreach manager provides nursing care to assigned patients by utilizing the nursing process and meeting the established standards within the departments. Adheres to the mission, values and standards of excellence of Hawarden Regional Healthcare in all aspects of job performance.

ESSENTIAL JOB FUNCTIONAL COMPETENCIES: |

Demonstrates the knowledge and skills necessary to provide service/care appropriate to the age of the patients served, in accordance with Hawarden Regional Healthcare standards. Maintains a working knowledge of applicable Federal, State and local laws and regulations, the Compliance Accountability Program, Code of Ethics, and HRH policies and procedures, including all provisions of the Health Insurance Portability Act of 1996 (HIPAA). Prioritizes components of an in-depth assessment to determine patient's holistic health status on an ongoing basis. |

Establishes rapport with patient/family to identify learning needs, expected outcome and discharge needs. |

Utilizing the nursing process efficiently identifies actual and potential problems and develops/carries out the plan of care for the complex patient; specific to the age of the patient's population identified within the department/unit standards. Initiates, and revised as necessary, the plan of care which meets the unit standards. |

Promotes and maintains a safe and calm environment for complex patients by ensuring appropriate supplies, equipment, and patient/family needs. |

Implements nursing intervention and adapts care based on changes in patient condition, consultation with other professionals within the multi-disciplinary team, and patient/family needs. Identifies actual and potential risk to patients, and/or families and initiates appropriate action to minimize risk. |

Utilizes internal and community resources in planning care and initiating referrals. Initiates appropriate patient/family education following assessment of learning and discharge needs. |

Documents nursing intervention and patient/family response accurately, legibly, and in compliance with hospital policies. Ensures documentation accurately reflects supplies, equipment and services provided. |

Assumes the responsibility and accountability for the quality of patient care services delivered within the Surgical Services and Outreach Clinics. Serves as a resource and consultant for the service area, providers, and staff members. |

Oversees day-to-day operations, which includes problem solving issues and ensuring effective processing. Sets and achieves department goals and objectives based on hospital strategic plan. |

Assists the Director of Patient Care Services/Quality Director with peer review within surgical services. Completes annual performance review for team members. |

Maintains surgical service areas in a clean well-organized manner. Maintains compliance with accrediting and regulatory expectations |

Is accountable for and maintains strict controls of autoclaved instruments, including those distributed to various departments within the facility. |
19. |
Collaborates with the Purchasing Coordinator to obtain instruments/supplies in a timely manner and within budgetary limits. Is responsible for investigation of, and securing bids on, capital equipment in coordination with the Purchasing Coordinator for surgical services, with consent for purchase by Administrative approval. |

Monthly/Weekly/Daily (as applicable) responsibilities include, but are not limited to: a. Ongoing quality performance improvement process related to patient care. b. Checks surgical services stock supplies and medications for expirations. c. Maintains an inventory level sufficient to meet the needs of the hospital d. Completes sterilization of items and instruments as needed. |

Oversee the daily workflow, staffing, orientation, training, and development of employees within the departments. Presents in-service education to the nursing staff to enhance their knowledge. |

Is responsible for the development, evaluation, revision, and implementation of policies and procedures, physician orders and protocols which serve as operational guidelines for the surgical services including AORN standards. |

Is responsible for Surgical/ Endoscopy post-procedure telephone calls re: patient teaching related to procedure, discharge instructions, and follow-up on concerns expressed by patients. |

Is responsible for medical-surgical discharge call backs. |

Assumes duties of circulating nurse in Operating Room. a. Assists Scrub personnel. b. Assists Anesthesia. |

Assists the outpatient clinic coordinator as needed with outpatient clinic procedures and scheduling with General Surgery, Gastroenterology, Orthopedics, and Ear, Nose, and Throat. |

Achieves and maintains BLS, ACLS, & PALS certification. |

Demonstrates general working knowledge of computers and department specific software (i.e. Healthstream, internet, etc.) |

Actively participates in departmental meetings, committees, conferences, and in services. Is knowledgeable of and complies with Safety and Infection Control Policies & Procedures. Participates in Continuous Quality Improvement activities as requested. Keeps up to date on new procedures and research. Maintains confidentiality of information pertaining to clients, physicians, employees and HRH business. |

Completes all mandatory training and any other training as designated by Administration. |

Qualifications
- Must be a Registered Nurse maintaining current state licensure.
- Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS), Pediatric Advanced Life Support (PALS) is required.
- Is able to communicate effectively with all members of the healthcare team.
- Maintains a high level of professionalism, which positively promotes the image of Hawarden Regional Healthcare.

PHYSICAL REQUIREMENTS:
- Must successfully pass pre-employment physical examination, drug screening, and must adhere to applicable organizational requirements on an annual basis for Employee Health Directives.
- Has the physical stamina to meet the requirements of this job description, including frequent walking, bending, and standing. Able to lift or assist in lifting, transporting, etc. of patients or equipment, sometimes in excess of 50 pounds. Knowledge of body mechanics necessary.
- Primarily works inside with frequent sitting, walking, standing, bending and occasional lifting of supplies not in excess of 50 pounds.
- Able to perform effectively under stressful situations
- Must understand and accept the possibility of exposure to environmental elements, internal and external, which may affect the work place, such as infectious disease, chemicals and or chemical fumes, dust, noise, physical injury form an out of control patient, and adverse effects of inclement weather which may occur.
- Regular and physical attendance at work is an essential function of the job.
