Job Title: Construction Safety Officer
Job Summary:
Candidate should be an experienced Petrochemical Site Construction Safety Officer with a minimum of 15 years of construction safety experience, specializing in high-risk activities such as heavy lifts, hot work, work at height, fire safety, and regulatory compliance. The ideal candidate will have a strong track record in maintaining safety standards, managing emergency situations, and enforcing adherence to regulatory requirements on large-scale petrochemical construction projects.
Key Responsibilities:
- Safety Leadership & Oversight: Lead safety initiatives across the construction site, ensuring that all safety protocols, policies, and procedures are effectively implemented and adhered to by all personnel.
- Regulatory Compliance: Ensure that the construction site complies with all relevant federal, state, and local safety regulations, including OSHA, NFPA, EPA, and other petrochemical industry-specific standards. Stay up-to-date on regulatory changes and implement necessary adjustments to safety procedures.
- Risk Assessment & Hazard Mitigation: Conduct thorough safety audits and risk assessments, particularly for high-risk operations such as heavy lifts, hot work (welding, cutting, etc.), and work at height. Develop and implement appropriate risk mitigation strategies to address identified hazards.
- Heavy Lift Safety: Provide oversight for all heavy lift operations, ensuring compliance with safety standards and best practices for crane operations, rigging, and load handling. Ensure that all lift plans are reviewed and that lift operations are executed safely.
- Hot Work Safety Management: Oversee the implementation of hot work safety plans, including issuing hot work permits, ensuring proper fire watch protocols are in place, and maintaining safe work areas for welding, cutting, and grinding activities.
- Height Work & Fall Protection: Monitor and enforce fall protection standards for work at height, ensuring that workers use proper personal protective equipment (PPE) and fall prevention measures, and that scaffolding and ladders meet safety requirements.
- Fire Safety & Emergency Preparedness: Develop and enforce fire safety procedures, including managing fire watch, ensuring fire extinguisher availability, and conducting fire drills. Oversee the preparation and implementation of emergency response plans for potential site emergencies, including fire, chemical spills, and other hazardous events.
- Safety Training & Education: Conduct regular safety training sessions, toolbox talks, and safety briefings for all personnel, focusing on specific risks such as heavy lifting, hot work, fire safety, and working at heights. Ensure workers are equipped with the knowledge and skills to work safely in high-risk environments.
- Incident Investigation & Reporting: Lead investigations of accidents, near misses, and unsafe acts. Identify root causes and implement corrective actions to prevent recurrence. Maintain detailed safety incident reports and ensure compliance with reporting requirements to regulatory agencies.
- Safety Culture Promotion: Foster a proactive safety culture by encouraging worker participation in safety initiatives and maintaining open lines of communication between management and field personnel on safety matters.
- Documentation & Reporting: Maintain accurate safety records, including training logs, inspection reports, hazard assessments, and incident reports. Provide regular safety performance updates to senior management and regulatory bodies as required.
Qualifications & Skills:
- Experience: Minimum of 15 years of experience in construction safety, with at least 5 years working on petrochemical or industrial construction projects. Extensive experience in heavy lift operations, hot work, work at height, fire safety, and regulatory compliance.
- Certifications: Relevant safety certifications including but not limited to NEBOSH, OSHA 30-Hour, and HAZWOPER. Fire Safety certification (e.g., NFPA) and confined space entry certification are a plus.
- Technical Expertise: In-depth knowledge of safety standards, procedures, and best practices for high-risk operations, including heavy lifting, hot work, height work, fire safety, and emergency response.
- Regulatory Knowledge: Strong familiarity with federal, state, and local safety regulations, including OSHA, NFPA, and EPA standards relevant to petrochemical construction sites.
- Leadership Skills: Proven ability to lead and mentor a team, influence safety behaviors, and resolve safety-related issues with confidence and authority.
- Communication Skills: Excellent verbal and written communication skills to interact with site workers, contractors, and senior management. Ability to conduct safety briefings, deliver training, and write clear safety reports.
- Analytical & Problem-Solving Skills: Strong ability to assess risk, identify hazards, and develop practical solutions to address safety concerns on-site.
- Physical Requirements: Ability to work in challenging construction environments and inspect areas that may involve elevated heights or hazardous conditions.
Working Conditions:
- The role will be based on-site at a petrochemical construction facility, requiring the ability to work in all weather conditions, around heavy machinery, and with various construction hazards.
- Personal protective equipment (PPE) is required at all times while on-site, including but not limited to hard hats, hearing protection, gloves, safety glasses, and flame-resistant clothing.
