Summary
The Health Department Director designs and administers a variety of essential services to protect the health, safety, and environment of the citizens of Hays County. This position is accountable for the operation and coordination of Hays County Public Health as well as grant funded health service programs to ensure compliance with applicable federal, state, and all local laws and policy. This position is responsible for budget preparation, forecast and analysis as well as the use and management of personnel consistent with the needs of Hays County Public Health program components. Additionally, this position is accountable for the interpretation of and execution of Hays County's health services policies.

- Plans, develops, coordinates and implements all county related community-based public health programs for eligible county residents, ensuring adherence to applicable federal, state, and local laws and regulations, and established policies, procedures, and standards.
- Oversees activities of department personnel through director delegated supervision of various programs, ensuring that established policies, procedures, and programs are planned and implemented in accordance with needs of the community relative to budgetary limitations, and according to directives of the Commissioners Court and state authorities; evaluates and monitors employee work as necessary.
- Reviews and prepares various reports, including activity and production reports, and approves actions or makes recommendations as to procedures.
- Works in cooperation with county officials in planning the progressive development of the department, including new or expanded services.
- Oversees and participates in development and execution of strategies and programs to establish and maintain positive image and relations between department representatives, county residents, and the medical community.
- Administers departmental and grant budgets, ensuring proper general ledger monitoring and processing of accounts payable and receivable.
- Reviews all contracts entered by the county pertaining to health issues and advises county officials based on medical and public health administration expertise.
- Researches, coordinates, and prepares grant proposals, with the approval of the Budget Office and Commissioners Court, to obtain available government funding for various programs and projects administered by or through the department.
- Administersgrantappropriations,maintainingrecordsandpreparingreports for sub mission as required by funding authorities.
- Assigns, directs, and supervises activities of subordinate professional staff and, through delegated responsibilities, technical and clerical staff, ensuring adherence to established laws, regulations, policies, and procedures.
- Administers routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training,assigning,scheduling,grantingleave,appraising,anddisciplining,submittingsuchrecordsandreportsas required by county management.
- Develops, implements, and maintains county-wide plans for response to epidemics or other public health emergencies, working closely with state and federal governmental agencies in the development and execution of plans.
- Assists organizations such as hospitals, industry, schools, and special needs facilities in coordinating with other appropriate agencies, and in developing individualized response plans.
- Develops tests of emergency plans.
- Performs other related duties as required.
