Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Summary Under general supervision, the Emergency Communications Manager provides emergency communications services to the citizens of Hays County through assistance, training, and development of subordinate staff maintaining a professional standard and appearance of the Sheriff’s Office personnel, mainly via electronic/telephonic communications. This position requires proficient decision making and quick actions to ensure emergency communications are always effectively operational through the supervision of Lead Emergency Communications Officers on duty. The employee’s performance affects the work of others and the development of programs and policy and the wellbeing of a substantial number of people. This position affects the operation of the bureau, which may include the wellbeing of the Sheriff’s Office and the general public. The work involves addressing a variety of problems and situations including interpreting information and refining methods. This position must have a strong work ethic. The Emergency Communications Manager must follow directions, meet deadlines, have good attendance, be punctual, be reliable, have honesty, integrity, be free from moral turpitude and have a proper attitude. The Emergency Communications Manager may be an active participant in quality improvement of the Emergency Communications Center. The Emergency Communications Manager is required to be able to perform all duties of a Lead Emergency Communications Officer in conjunction with additional responsibilities listed.Individuals in this position serve at the pleasure of the current elected official.
EXAMPLE OF DUTIES
Responsibilities Supervises shifts of Lead Emergency Communications Officers and Emergency Communications Officers processing police, fire and EMS calls for service to Hays County residents.Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.Participates in the selection of assigned staff; develops and provides or coordinates staff training; works with employees to correct deficiencies.Evaluates and documents employee performance, including but not limited to periodic performance evaluations, corrective and disciplinary action, employee coaching, and regularly communicates this information to the Lieutenant of Emergency Communications.Creates new or updates existing procedures and forms to comply with current laws and regulations.Performs office management duties; organizes, develops and implements procedures for executive various administrative assignments.Prepares statistical reports, documents, and graphs.Participates in the preparation and administration of the assigned program budget; submits budget recommendations.Attends meetings and participates on committees and boards as assigned.Attends scheduled meetings and quality improvement workshops sometimes held on regular days off.Communicates with the Emergency Communications Lieutenant for improvements and issues regarding efficient operations of the Emergency Communications Center.Maintains equipment and expedites necessary action to resolve or repair issues that may arise.Maintains and oversees operations of the Communications Training program and reports back to the Emergency Communications Lieutenant.Maintains training records to ensure Emergency Communication Officers and Lead Emergency Communication Officers have received all required certifications and provides and maintains continued education for all Communications personnel.Remains available to always address the needs of the communication center (24/7) unless approval is received from the Emergency Communications Lieutenant.Requires the employee to be able to render credible testimony in any court proceeding to include Justice Courts, County Courts, District Courts and any U.S. Federal Court.May perform duties of the Lieutenant of Emergency Communications in their absence.May dispatch police, fire and EMS agencies.May processes 9-1-1 emergency and non-emergency calls.May enter and update data in multiple computer systems.Communicates with inner agency personnel as well as outside agencies regarding daily operations and long-term planning.May serve as a TLETS operator and oversee general compliance of the system use while on duty.May work with the patrol shift supervisor to prioritize and manage calls for service.May manages and or review shift schedules including overtime and requests for time off and prepares time sheets for shift personnel.May participate in quality improvement by reviewing calls for service and providing feedback.May assist with the TCIC/NCIC Validation process.Performs other duties as assigned

Other Qualifications, Certificates, Licenses, RegistrationsRequires minimum of Intermediate Telecommunicator Certification however, Advanced or higher Telecommunicator Certification is preferred or must be obtained as the courses become available.Requires NCIC/TCIC certification.CPR certification.Emergency Medical/Fire Dispatch Quality Improvement certification.TCOLE Basic Instructor Certification must be obtained within 6 months or as class becomes available Ability to maintain continuing education requirements for the State of Texas.Class C TX driver’s license
