JOB SUMMARY
The purpose of the position is to direct and oversee the administrative and operational aspects of the Emergency Medical Services Division of Haywood County Emergency Services.
The position"s primary focus will be on serving as the manager over the EMS Division of Emergency Services as a direct report to the Emergency Services Director. The position is responsible for planning, Safety, Health and Wellness, EMS operations, fiscal/ budgetary duties, implementing policy and procedures, section evaluation, and reporting. This position will work in conjunction with the Emergency Management Division Chief to meet the goals and objectives set by the Director for the department. The position plans, organizes, and implements programs within major organizational policies, reports progress of major activities to the Emergency Services Director through regular reports and conferences. Emergency Medical Care and Emergency Response:
Preform all duties and skills set forth for a EMT or AEMT or Paramedic in Haywood County
Respond to and provide patient care and treatment at the BLS or ALS level as needed
Backfill or assists in up staffing response/transport units when needed
Respond to and assist with any major incident or disasters within jurisdiction.
Respond and perform in accordance with mutual aid agreements to outside agencies and partners when requested and approved
Active member of the Haywood County Incident Management Team
Active member of the Haywood County Local Emergency Planning Committee
Serves as an administrator on call for Emergency Services on a rotating basis.
On call for major emergencies 24/7/365
Training and Professional Development:
Serve as an exemplary leader in the Emergency Services team and role model for other employees
Consistently meet expectations, comply with written regulations, policies, and protocols
Seek opportunities for professional development for themselves and their employees
Represents agency and county government at community and partner meetings, conferences, trainings, and other events

Active member of the Haywood County Local Emergency Planning Committee
Administration:
Ensures prudent fiscal management of EMS division budget
Provides oversight of EMS billing, both internal and contractual
Updates division specific departmental SOGs on an as needed basis
Coordinates logistical needs with the Logistics Officer to maintain equipment and departmental supplies
Develops emergency response plans in coordination with the Emergency Management Division of the department
Provide oversight and support to the Emergency Services Training and Exercise Captain
Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, or recommending termination to the director and HR department.
Conducts follow up investigation of citizen complaints, accidents, and injuries post shift supervisor initial investigation and make recommendations to the Director for corrective action.
Oversees departmental Safety and Health and Wellness Programs
Manages division data, monitors trends, and informs director of changes or challenges.

Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
Minimum of an Associate"s Degree in Fire/EMS/Emergency Management related field. At least 10 years of experience working in emergency services with 2 years in a full-time management or supervisory level position.
Must possess NC EMT/AEMT/Paramedic Certification, ICS 100-400, NIMS 700-800, EMS Officer I
Training/certifications must be possessed or achieved within probationary period to continue in position. Ambulance Strike Team Task Force Leader
Must Obtain within 2 years of employment, O-305, All Hazards Division Group Supervisor, Operations Section Chief Credentials. FEMA Professional Development series. Within 5 years must attend FEMA Emergency Management Institute Basic Academy. Knowledge, Skills and Abilities

PHYSICAL DEMANDS:
Requires medium to heavy work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
WORK ENVIRONMENT:
The job may risk exposure to extreme heat and/or cold, bright/dim light, dusts and pollen, wet or humid conditions, extreme noise levels, animals/wildlife, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals, explosives, and violence. The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, sense of smell and depth perception.
