About the Position : Serves as Program Analyst (Planning and Budgeting) in Army Materiel Command (AMC). This position reports to the Organic Industrial Base Modernization Division. Responsibilities Integrates and prioritizes the planning, concept development, and life cycle management resources in response to Planning, Programming, Budgeting and Execution System (PPBES) activities. Acts as Subject Matter Expert (SME) on the tools, platforms, and other data-based solutions within Organic Industrial Base (OIB) Enterprise that are specific to execution of the duties related to this position. Conduct detailed data analysis and reporting of sustainment level maintenance requirements. Assesses and provides analysis to data elements regarding the Organic Industrial Base Reviews (OIBRs). Give recommendations and input, analyses, and evaluation of the industrial base processes at the Army Materiel Command LCMCs and the OIB production sites. Provide briefings, preparatory presentations, and program statuses to Army Materiel Command senior leadership. Provides technical and operational support to Headquarters, U.S. Army Materiel Command (USAMC). Participate in the development, coordination and implementation of DA, AMC, and DOD policies related to (OIB) Sustainment, Modernization and all relevant Defense Industrial Base matters. Provide analysis and recommendations on Modernization Planning while providing analytical and operational support to identify risk to AMC enterprise operations and project execution schedules. Utilize knowledge of data information systems such as the Army Workload and Performance Systems (AWPS), Army Vantage, the APAS / Vulcan, and the Logistics Modernization Program (LMP). Develop and analyze key Life Cycle Management Command (LCMC) cost, schedule, and performance metrics to evaluate health of the OIB. Oversee modernization strategy planning and processes across OIB and evaluates compliance with AMC standards and Army policy. Engage with auditors as appropriate. Develop implementation and execution plans, formulate Acquisition and Sustainment Plans, and perform problem analysis and develop corrective action plans on matters affecting all phases of Army Industrial Base Management and OIB Modernization. Execute program updates and conducts special studies, research, and projects to develop programs to improve depot and arsenal planning and programming for modernization initiatives. Specialized Experience : One year of specialized experience equivalent which includes 1) Developing, reviewing, and / or analyzing industrial base logistics concepts, policies, procedures, reports and future plans in order to identify and address impacts to the organization based on extensive research; 2) Collecting data, conducting assessments to access program execution, operational analysis and developing guidance for Industrial Base stakeholders on budgeting, program planning and project execution; AND 3) Evaluating and providing oversight to Organic Industrial Base stakeholders on key performance indicators and metrics related to Industrial Base costs, schedule, performance and audit readiness. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-13). For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
