Duties Description The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) is a federally funded nutrition program that provides nutritious foods, healthcare referrals, and breastfeeding support to eligible pregnant women, breastfeeding women, and children under the age of five. The NYS WIC Program is administered by the NYS Department of Health Division of Nutrition. This position is responsible for providing leadership and direction to staff in the Bureau of Supplemental Food Programs, Quality Assurance and Nutrition Section (QANS), responsible for developing, implementing, and monitoring nutrition policy; local agency compliance with State and federal rules and regulations; all WIC training services; and oversight of WIC local agency contracts in the local area.The Community Health Program Manager (CHPM) 1 provides program planning and evaluation, coordination, and management of the unit activities. The CHPM 1 provides and manages staff in the provision of technical assistance to local health departments, community-based partnerships, contract and grant agencies, and other organizations. This position oversees all aspects of the WIC Training Center contract including curriculum development and contract management activities along with the management of WIC's learning management system. The CHPM 1 directs and oversees local agency management evaluation activities including analysing data to develop and monitor NYS WIC program goals and using specific metrics to report status of goals to Department of Health management and United States Department of Agriculture. The position is responsible for reviewing and monitoring nutrition policy.The CHPM 1 develops and implements policies and procedures, assuring compliance with all applicable laws and regulations, and communication with the appropriate stakeholders; analyses legislation, statutes, and regulations that affect programs; acts as liaison to other Department of Health programs, local, State, and federal agencies, external organizations, healthcare facilities, and key stakeholders, and the public regarding program coordination and issues. The CHPM 1 provides supervision, guidance, and oversight to subordinate staff including personnel actions related to recruitment, interviewing, hiring, staff development, and performance evaluations for approximately 19 staff.

The minimum qualifications required for this vacancy. Minimum Qualifications Public Candidates (NY HELPS): Nine years of professional public health experience in a public health agency or program.*An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Community Health Program Manager 1, M-2. Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 25/M-1, or above, and eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Community Health Program Manager 1, M-2. Preferred Qualifications: The preferred candidate will have excellent communication, analytical, and organizational skills with experience working in a large public nutrition program in a management capacity. They will have knowledge of Women, Infant, and Children Program regulations. They will be a Registered Dietitian or have a master’s degree in public health with a bachelor's degree in nutrition; a master's degree in nutrition with emphasis in public or community health; or a master's degree in applied human nutrition.
