The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Community-Based Health Unit Manager in the Bureau of Child Health, the Health Program Administrator (HPA) will coordinate child health initiatives, specifically related to children and youth with special health care needs. Duties include: managing contracts state-wide; providing program guidance and technical assistance for contractors (may include onsite visits); performance monitoring and evaluation activities, including quality control review and approval of contractor workplans, quarterly reports, and data reports to ensure program compliance; collaborating with unit staff to identify and support quality improvement projects and performance management that improves the service delivery for children and youth with special health care needs; participate in developing written documents, including procurement documents, correspondence, grant proposals, and reports; reviewing national and state data; promoting public health initiatives that address social determinants of health and advance health equity; implementing policy and evidenced-based practices to inform and improve supports and services for children and families; reviewing grant proposals and/or applications; collaborating with unit staff to prepare materials and present information for in-person meetings or via webinars for contractors and key stakeholders; summarizing qualitative feedback from stakeholders to inform program planning; participation on workgroups; and other duties as assigned.
The minimum qualifications required for this vacancy. Minimum Qualifications NY HELPS: Bachelor's or higher degree. Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.Preferred Qualifications: The preferred candidate will have contract management experience in public health and/or child health areas including a familiarity with program management; experience in assuring policies and procedures align with program goals and compliance requirements; experience with work group processes and presenting for in-person meetings or via webinars; data review; performance improvement; excellent communication and writing skills; and proficiency with MS Office (including Word, Excel, Access, and PowerPoint).
