The duties that the incumbent of the vacancy will be expected to perform. Duties Description Establishes and maintains accounting systems that accurately reflect facility income, operating costs, and financial condition, and ensures that residents’ personal accounts are appropriately managed.Oversees the development and administration of contracts for the acquisition of goods and services, including vendor solicitation and bidding processes, to ensure compliance with procurement guidelines and State Finance Law.Supervises and directs the activities of subordinate staff engaged in financial activities, and trains facility staff in applicable financial policies and procedures.Participates in various facility management and Board of Visitor meetings.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments. At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications required for this vacancy. Minimum Qualifications HELPS min quals: Nine years of professional experience in finance in a healthcare field. One year must be at the supervisor level.An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Preferred Qualifications: Bachelor’s degree in healthcare administration, business administration, finance, accounting, or a related field, AND four years of professional financial experience in a healthcare field. One year of the experience must have been at a supervisory level.
