POSITION SUMMARY
The Purchasing Manager provides highly performing Procurement Services to the Health First
Integrated Delivery Network (IDN) managing the short-term and long-term goals and day to day
operations of the Procurement team and other management activities for goods and services. The
Purchasing Manager oversees communications for order fulfillment to all appropriate stakeholders and
reporting on procurement related metrics. The Purchasing Manager reviews and helps develop and
executes strategy for operational purchasing systems and processes for the entire organization. The
Purchasing Manger works with contracts materials and the IDN to develop interdepartmental
processes, procedures and guidelines.
PRIMARY ACCOUNTABILITES
1. Manages and monitors purchasing inventory processes, and compliance to ensure efficient
procurement operations.
2. Collaborates with clients and vendors to verify that correct products are ordered and received
on time for the intended usage.
3. Oversees procurement operations to ensure alignment with quality outcomes, patient safety
initiatives, and regulatory compliance to foster an environment of continuous improvement.
4. Directs the Return to Vendor processes to ensure accurate and efficient handling of product
returns and replacement with Health First supply vendors.
5. Supports Invoice Exception Management, overseeing timely solutions to issues, and
discrepancies through effective tools and processes.
6. Works alongside Materials Management and Supply Chain teams to develop a standard
operating process, and policies to optimize inventory levels and receipts.
7. Administers LEAN processes to find inefficiencies, report and eliminate waste, and use cost-effective methods to improve department performance.
8. Increases the use of electronic requisitioning and autonomous supply replenishment systems to
align workflows and reduce manual processing.
9. Partners with vendors encourage and enhance the use of Electronic Data Interchange (EDI)
and other data exchange guidelines to improve efficiency of procurement operations.
10. Participates in system implementation projects, supporting tool integration, process,
coordination, and operational enhancements.
11. Monitors client satisfaction with order management processes, identifying and investigating
concerns, and using feedback to make processes improvements.

Work Experience
MINIMUM QUALIFICATIONS
- Education: Bachelor’s degree in relevant field.
- Work Experience: Five (5) years’ experience in managing procurement.

- Skills/Knowledge/Abilities:
- Proficient in Microsoft Office – Outlook, Word, Excel, PowerPoint, etc.
- Advanced knowledge and ability in ERP applications, and applicable application software relevant to role.
- Ability to communicate clearly and effectively with Associates, clients, vendors, clinical staff, and leadership to maintain professional and friendly relationships.
- Demonstrated ability to work effectively with all levels of the organization.
- Familiarity with data analytics to carry out financial and operational analysis.
PREFERRED QUALIFICATIONS- Work Experience: Ten (10) years’ experience managing Healthcare procurement.
- Certification:
- LEAN Six Sigma Green Belt.
- Certified Material and Resource Professional (CMRP).
- Certified Purchasing Manager (CPM).
