Job Role Summary
This position is responsible for the administration, operations, management, coordination, and promotion of the Department of Maternal and Child Health's (MCH) programs, which includes the following : Fetal & Infant Mortality Review, Women, Infants, Children (WIC), Indianapolis Healthy Babies Consortium, Indianapolis Healthy Start, Bed & Britches Etcetera (BABE). This position also serves as the federally designated Project Manager / Director of Indianapolis Healthy Start program. This position serves as an advisor to the Public Health Director / CMO on maternal / child health current issues and related policy. This position provides management, direction, and oversight in the development and implementation of programs' policies and procedures, and human resources issues. Duties include programmatic planning, implementation of objectives, needs assessment / evaluation, policy development and special projects as assigned. Also, this position approves / manages purchasing, travel / mileage, tuition applications, and other administrative functions. Directly supervises : WIC Administrator; Nutrition Services Administrator; Indianapolis Healthy Start Project Manager; MCH Special Projects Coordinator; MCH Office Coordinator, B.A.B.E. (Beds & Britches, Etcetera) Program Coordinator; Fetal and Infant Mortality Review Coordinator.
Associated Job Duties
- Directs, manages, and coordinates all efforts of all MCH programs.
- Develop programs, policies, and direct the MCH activities and vision so that community MCH needs are met efficiently and effectively.
- Assures on-going internal and community strategic planning and evaluation are continuously being conducted.
- Conducts on-going evaluation of programs and program outcomes along with reports and grants are completed by deadlines.
- Conducts / reviews adequacy of existing program plans, program(s) and employee performance appraisals or progressive disciplinary actions or employee recognition / compliments, new initiatives or requirements designed to meet the changing environmental conditions, threats, needs, and statutes / regulations.
- Presents proposals to appropriate individuals to secure necessary approvals and resources.
- Tracks / approves major expenditures and oversees budgets for all programs.
- Provides oversight and management for all state, federal, and local grant documentation and new or renewal grant applications and reports by due dates / deadlines.
- Responsible for overall quality of recruitment, selection, training, development, and evaluation of MCH personnel.
- Prepares annual budgets and manages budgets, cost analysis, needs identification, and monitoring expenditures.
- Responds to various correspondence / communications, writes reports, and provides information essential to MCH responsibilities.
- Leader in identifying local health priorities and responding to immerging critical MCH issues.
- Leader in recognizing gaps in MCH health care services and supports interventions that will improve health care delivery systems and services for improved maternal, infant, and family health outcomes.
- Develop MCH care performance standards based on Perinatal Periods of Risk (PPOR) analysis, and Marion County trends in perinatal outcomes, WIC Program State Reviews and Healthy People goals.
- Trained in incident command / management and available during major incidents, outbreaks, etc.
- Maintains confidentiality of client records and other information according to corporate policies, state laws / regulations, and federal laws / regulations.
