General Description
Under the direction of the Director of Behavioral Health, the Behavioral Health Manager is responsible for leading member, team, and cohort level treatment needs of our members. This role will help create and implement initiatives targeting continuity of care between physical and behavioral health to promote wellness of HSPM members. With a focus on supporting the process and Care Management for members with Behavioral Health treatment needs with HPSM providers or the County Mental health plan or other involved parties.
Qualifications
The following represents the typical way to achieve the necessary skills, knowledge and ability to qualify for this position:
Education and Experience
Master of Social Work, Masters of Family Therapy or Doctorate in Psychology with current unrestricted CA licensure required.
Minimum of 5 years related experience with at least 2 years in a supervisory or management capacity.
At least 1 year of program development/implementation experience preferred.
At least 1 year of clinical case management experience preferred.
Experience with Pediatrics and/or Autism treatment/BCBA preferred.
Experience with San Mateo County social and behavioral health resources preferred.
Experience working in a managed care environment preferred.
Skills
Bilingual skills preferred.
Knowledge
Personal computers and proficiency in Microsoft Office Suite applications, including Outlook, Word, Excel, Access, Electronic Medical Records systems (EPIC), and PowerPoint.
San Mateo County provider and community resources.
Medicare and Medi-Cal coverage requirements and regulatory guidelines.
Utilize Access, Microsoft Office programs; perform internet research.
Managed Care processes, including use of Milliman Care guidelines and ASAM,
Working knowledge of all relevant federal, state, local and regulatory requirements.

Duties & Responsibilities
Essential Functions
Clinical Expertise & Behavioral Health Coordination
Serve as a clinical expert for complex psychosocial challenges among HPSM members.
Directly assist with care and transitions coordination of behavioral health services in conjunction with medical care and transitions coordination teams.
Serve as a clinical liaison and facilitate service coordination with community partners such as GGRC, Schools, CCS, BHRS, and BHRS providers.
Facilitate monthly case conferences with key partners to enhance collaboration and service integration.
Training, Compliance, and Quality Improvement
Support NCQA and other compliance activities, particularly related to delegation oversight needs.
Work with Training and Health Education Specialists to develop and implement staff training on behavioral health symptoms, treatments, and resources.
Promote continuous performance improvement within the Behavioral Health team and Health Services Department.
Assist in reviewing and updating policies and procedures to ensure regulatory compliance and best practices.
Program Development and Interdepartmental Collaboration
Collaborate with HPSM staff and departments to support program development, implementation, and effectiveness.
Assist the Director of Behavioral Health with special initiatives, new programming, team development, and staff supervision.
Review and analyze data for trends to inform program initiatives and improvements.
Oversee prior authorization review processes and ensure coordinated linkage to appropriate levels of service.
Leadership and Staff Supervision
Lead and support staff by setting job expectations, monitoring performance, and providing coaching and corrective action as needed.
Conduct timely performance evaluations and ensure adherence to productivity standards.
Develop and enforce systems, policies, and procedures to optimize team effectiveness.
Work collaboratively with peers and leaders across HPSM to strengthen behavioral health programs and services.
Secondary Functions
Identify opportunities for continuous process improvements.
Monitor, track, and report on all work conducted.
Perform other duties as assigned.
Salary : $122,772 - $139,000
