Prototypes CHS-SUD Substance Treatment and Reentry Transition (START), a HealthRIGHT 360 program, is a collaboration between DHS-Correctional Health and LASD, providing substance use disorder (SUD) services to up to 300 inmates in the Los Angeles County jail system. This program offers evidence-based, gender-responsive, and culturally competent treatment addressing substance use, trauma, criminal thinking, and low to moderate mental health issues. Services include screening, assessment, treatment, case management, care coordination, re-entry planning, and community-based service linkage.

The SUD Supervisor is a field-based position that will dedicate 75% of their time to providing services and supervising Care Coordinators at the jail. This role is essential in ensuring high-quality client care and effective team performance, aligned with HealthRIGHT 360’s philosophy, goals, policies, mission, and vision. The SUD Supervisor is responsible for overseeing client care, managing staff schedules, maintaining relationships with outside agencies, and handling other daily activities critical to integrating the agency’s mission and values into service delivery.

KEY RESPONSIBILITIES
People Management
  • Supervise, train, and guide direct service staff such as Care Coordinators and/or assigned.
  • Assist management with interviews, selection, hires, and terminations.
  • Ensure that all direct reports are in compliance with the organization’s policies, procedures, position expectations and performance goals, and contractual requirements.
  • Provide ongoing feedback, coaching, support, and conduct formal performance evaluations in a timely manner.
  • Identify direct reports’ strengths and weaknesses and strive to develop each team member to their fullest potential.
  • Deliver and arrange training and resources to ensure that direct reports are successful in their roles.
  • Ensure proper coverage of the program by managing work schedules and approving time away from work.
  • Deliver all communications necessary to all team members to remain current with HealthRIGHT 360’s policies and procedures and to inform them of quality-of-care concerns.
  • Maintain open communication with the manager concerning employee matters/needs, client assignment, workload distribution across the team, and seek consultation when needed.
  • Address interpersonal or team conflicts promptly and diplomatically to maintain a positive work environment.
  • Lead weekly staff meetings to discuss program updates, issues, policies, and procedures.
Treatment Oversight
  • Assign clients to staff’s caseload.
  • First line of consultation for counselors regarding treatment methods and participant interventions.
  • Ensure that all treatment service plans and activities are executed in keeping with the organization’s values, mission, vision, and strategy.
  • Ensure that staff provide strength-based, trauma-informed, and culturally competent services in an ethical and legal manner.
  • Ensure safety and security of the program and mediate client grievances.
  • Respond to emergencies, outstanding crisis, or events as needed, including during holidays, weekends, and afterhours.
  • Ensure that all direct reports submit documentation in accordance with program requirements and in compliance with all regulatory requirements and the agency’s policies and procedures. This includes timeliness of documentation with progress notes, assessments, treatment plans, and discharges occurring on time.
  • Perform regular audits to ensure contract compliance.
Direct Service
  • Provide services within the scope of practice, which may include carrying a caseload of clients, conduct specialized groups, crisis intervention, assessments, individual and group counseling, case conferences, educational groups, and treatment plans as assigned.
  • Assume ownership for any crisis as it relates to service delivery and see it through to completion.
  • Maintain documentation of services provided in accordance with HealthRIGHT 360’s policies and procedures to satisfy internal and external evaluating requirements.
Administration and Other Duties
  • Act as the primary liaison between management, stakeholders, DHC/HHS, and LASD.
  • Address concerns and facilitate collaboration with external partners to meet program goals.
  • Submit monthly reports, billing, and outcomes as required.
  • Work different shifts to maintain knowledge of all aspects of the program.
  • Develop and maintain training-related workflows and procedures.
  • Actively participate in assigned supervision, agency, and team meetings.
  • Participate in training opportunities and complete assigned training in a timely manner.
  • Maintain compliance with credential requirements.
QUALIFICATIONS
Education, Certification, Licensure
  • Option I:
  • High school diploma or equivalent with four years of full-time experience as a counselor in the criminal justice system.
  • Option II:
  • Associate’s degree in related field with at least three years of full-time experience as a counselor in the criminal justice system.
  • Option III:
  • Bachelor’s degree in Social Sciences or related field with at least two years of experience as a counselor in the criminal justice system.
  • Valid Certification as a substance use disorder counselor from a certifying agency (CCAPP, CADTP, CAADE).
  • Valid First Aid and CPR certification or ability to obtain within the required time.
Experience
  • At least two years of experience supervising counselors in a program setting with a justice-involved population.
  • Experience with efficient and effective treatment and management of clients with co-occurring disorders.
  • Experience providing trauma-informed services.
  • Experience and knowledge of overdose prevention plans and harm reduction strategies.
Background Check and Other Requirements
  • Must complete background check and livescan clearance
  • Must be capable of meeting program and funding requirements.
  • Must be capable of maintaining credential requirements.
