The Healthcare Association of New York State (HANYS) is seeking a Director, Regulatory Affairs. Reporting to the Vice President, Regulatory Affairs and Rural Health, this position will help coordinate HANYS’ positions on state and federal regulatory matters. The position will also work with the Vice President on rural constituency concerns.

Additionally, this position will represent the HANYS membership on a diverse range of regulatory, health planning and policy initiatives affecting hospitals and health systems, including operational and surveillance issues, rural healthcare and healthcare reform. Specifically, the position holder will represent HANYS with policy making, legislative and regulatory bodies, including state and federal agencies and their advisory bodies.

This position will require an ability to be present in Albany with limited notice, especially when the New York State Legislature is in session. This is a hybrid position, with work time split between HANYS’ headquarters in Rensselaer, New York, a remote home working environment within New York state.

The expected annual salary for this position is between $90,000 - $100,000. The salary offered will be based on the successful candidate’s relevant experience, knowledge, skills, abilities and, if applicable, consideration of internal equity.

Key responsibilities include but are not limited to:

  • Actively participate in the development of HANYS’ association-wide and divisional regulatory and rural advocacy agendas, including:
    • Maintain and track regulatory activity and communicate relevant information to the membership through member update emails, videoconferences, HANYS News and other communication methods.
    • Coordinate internally across HANYS’ divisions the development of comment letters and other advocacy activities related to proposed regulations.
    • Work across HANYS’ policy divisions and as needed, regional associations, to coordinate policy position statements, comment letters, briefing papers, and other written and oral presentations. This includes developing conference sessions and webinars, and intervention strategies with state and federal regulatory agencies, reflective of input from HANYS’ members.
  • Represent HANYS and our member priorities with policymaking, legislative and regulatory bodies, including the New York State Public Health and Health Planning Council, New York State Rural Council, New York State Department of Health, New York State Legislature, and federal agencies including the Centers for Medicare and Medicaid Services and the federal Office of Rural Health Policy.
  • Research, analyze and comment on state and federal advocacy and legislative developments in collaboration with other HANYS divisions.
  • Establish effective collaboration and working relationships with state agencies, allied associations and other stakeholders to accomplish objectives.
  • Develop, update and monitor HANYS’ divisional webpage content in conjunction with HANYS’ Communications and Information Services divisions.
  • Contribute to the divisional and association-wide efforts to support healthcare provider members impacted in the event of a disaster or other emergency.

Qualifications:

  • Bachelor’s degree is required, with an advanced degreed preferred. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.
  • A minimum of five years of related professional experience is required, including familiarity with state policymaking bodies and the legislative and rule-making processes, such as the state legislature, executive branch and the state agencies with jurisdiction over health-related issues. Familiarity with analogous federal bodies and processes is also welcomed.
  • Strong writing, analytical, communications and interpersonal skills required. Proficiency in Microsoft Office, such as Word, Excel and Outlook, is expected.
  • Ability to coordinate multiple projects, meet deadlines, and work collaboratively with other divisions and external bodies.
  • Commitment to timely and responsive member service necessary.
  • Ability to travel with some overnights required.

Salary : $90,000 - $100,000
