Summary of Position
The Administrator / Alternate Administrator is a full-time employee responsible for the oversight and management of a PPECC location. The Administrator provides training, guidance, and assistance to their location Director of Nursing (DON) on the day-to-day clinical management and operation of the PPECC. The Administrator must possess the knowledge for initiating and maintaining compliance with all Federal and State Regulations governing PPECCs and ensure compliance with Healthcare for Kids Policies & Procedures. The Administrator provides a vital role in the success of the Center they oversee and achieving the company goals. The Administrator must have the ability to be an effective leader and combine business knowledge, clinical skills, and PPECC operation knowledge to develop, maintain, and improve the success of their location.
Responsibilities
- An administrator of a center must be responsible for implementing and supervising the administrative policies and operations of the center and for administratively supervising the provision of all services to minors on a day-to-day basis.
- Directs and coordinates all administrative, clinical, operational, and managerial functions of the Center,
- Knowledgeable and ensures the development, implementation, and compliance with all State and Federal Regulations, Medicaid Rules and Regulations, and the Company's policies and procedures,
- Completes state surveys and obtains resultant license / certificate for continued operation,
- Responsible for the marketing of the program to referral sources and ensuring a steady pipeline of qualified admissions / census,
- Responds to referrals in a timely manner and completes the Initial Assessment (IA) and initiates the Plan of Care,
- Manages the daily attendance and staffing ratios,
- Participates in the planning and administration of the fiscal and reporting components of the Center,
- In collaboration with the Director of Nursing, ensures that children / individuals satisfy the state’s admission criteria for PPEC services,
- Interviews and hires qualified personnel,
- Maintain signed job descriptions for each employee,
- In collaboration with the Director of Nursing, utilizes the approved performance review program to ensure on-going supervision and timely evaluations of employees,
- In collaboration with designated human resource representative, works to resolve personnel- related problems, concerns, or conflicts,
- In collaboration with the Director of Nursing, ensures the education and availability of applicable regulations to the Company's staff, including contractual providers,
- In collaboration with the Director of Nursing, ensures the provision of staff orientation, education, and ongoing training,
- In collaboration with the Director of Nursing, ensures that all staff are assigned duties based upon their education, orientation / training, competencies, and job descriptions,
- Ensures the completion, maintenance, and submission of required reports,
- Organizes, reports data, and participates in the Quality Assurance Performance Improvement program,
- Schedules and participates in quarterly QAPI meeting with the QAPI team members,
- Ensures the maintenance of appropriate administrative records, personnel records, and individual’s medical records; and
- Ensures the accuracy of public information materials and activities,
- Maintains and posts a current organizational chart showing lines of authority; and
- Establishes and maintains liaison relationships and communication between Center staff, services providers, and child / individual’s parent / guardian(s).
- Ensure that the center complies with applicable federal, state, and local laws, rules, and regulations.
- Manage the daily operations of the center.
- Organize and direct the center's ongoing functions.
- Ensure the availability of qualified staff and ancillary services to ensure the health, safety, and proper care of each minor.
- Ensure criminal history checks, employee misconduct, and nurse aide registry checks are conducted for required staff before employment.
- Ensure the implementation of the center's training program policies and procedures.
- Familiarize staff with regulatory issues, as well as the center's policies and procedures.
- Ensure that the documentation of services provided is accurate and timely.
- Manage census records, including daily, actual, and total, in accordance with §15.803 of this chapter (relating to Census).
- Ensure that the center immediately notifies a minor's parent of all accidents or unusual incidents involving their minor or that had the potential to cause injury or harm to a minor.
- Ensure that the center provides written notice to the parents of accidents or unusual incidents involving their minor on the day of occurrence.
- Maintain a record of accidents or unusual incidents involving a minor or staff member that caused, or had the potential to cause, injury or harm to a person or property at the center.
- Maintain a copy of current contractor agreements with third party providers contracted by the center.
- Maintain a copy of current written agreements with each contractor.
- Ensure adequate staff education and evaluations according to requirements in §15.415 of this subchapter (relating to Staffing Policies for Orientation, Development, and Training).
- Maintain documented development programs for all staff.
- Ensure the accuracy of public information materials and activities made available and presented on behalf of the center.
- Ensure implementation of an effective budgeting and accounting system consistent with good business practice that promotes the health and safety of the center's minors; and
- Supervise the annual distribution and evaluation of the responses to the parent-satisfaction surveys on all minors served.
- Must maintain required and assigned continuing education.
- Other duties as assigned.
Qualifications
be an RN with a master's or baccalaureate degree in nursing and be licensed under the Nursing Practice Act, Texas Occupations Code, Chapter 301, with no disciplinary actions.
