POSITION SUMMARY
The Health Services Administrator (HSA) is responsible for effectively and efficiently managing the institution's overall health care delivery system and monitoring all health service contract activities; consults with the Director, Jail Operations; Regional Manager; or designee regarding routine institutional issues of an administrative nature, and discusses issues of a complex or unusual clinical nature involving patient management with clinical leadership.
ESSENTIAL DUTIES / RESPONSIBILITIES
1. Act as a liaison between Health Services and the institutional administration, department heads, subordinates, as well as with the Jails Division regional team and Pittsburgh offices.
2. Supervise staff in the resolution of health care unit personnel issues or complaints, and / or directly intervening in problem areas to ensure prompt resolution involving the institutional administration, contractor, if applicable, or Jail Division regional or Pittsburgh office personnel as necessary.
3. Monitor the institutional health services budget with the Director, Jail Operations as directed.
4. Supervise requisition of supplies and equipment to ensure appropriate usage and availability; and maintain property and equipment control records as required.
5. Approve monthly statistical reports as contractually required, with timely submission.
6. Ensure the confidential maintenance and safekeeping of all medical records and information to comply with HIPAA regulations.
7. Review and approve any billings sent to the facility, such as lab and x-ray.
8. Perform work force management functions such as day to day coaching, scheduling, interviewing, completion of required HR reporting, such as separation notices and Personnel Action Forms. Ensure all required posts are filled to meet the operational demands of the facility.
9. Supervise scheduling of patients for outside appointments. Ensure the patients with authorized services get the services completed timely and appropriately. Ensure completion of the DAR
10. Oversee day to day operations of key systems such as intake, med pass, history and physical completion. Ensure all activities are being done in accordance to facility directive.
11. Identify and solve operational issues or concerns through use of the CQI process.
JOB REQUIREMENTS
The following requirements list the minimum to qualify. An equivalent combination of education and experience may be accepted.
LICENSURE : Current Illinois Registered Nursing license strongly preferred
CERTIFICATION : Current CPR Certification
EDUCATION : Bachelor's degree in Health Care related field preferred
PREFERRED EXPERIENCE : Two to three years of management experience in a health care setting
