JOB DESCRIPTION
ACCOUNTABILITIES:
- Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees. Ensures compliance to organizational and departmental policies and procedures.
- Manages entire reinsurance program for the health plan including all aspects from the negotiation of the renewal rates to claim submission.
- Works with personnel throughout the corporation in the development and enhancement of disease management, case management, wellness, episodes of care, and program savings results reporting through the Employer Reporting Demonstrating Our Value reports. Provide ongoing training to Sales staff on the reports.
- Works with Finance personnel in the development of group specific administration programs cost and pricing in response to very large group RFPs.
- Responsible for managing staff including hiring, firing, discipline, coaching, training, and performance evaluations.
- Develops and manages budget and financial performance.
- Manages the production of standard and ad hoc employer reports, including verification that data meets all applicable federal and state privacy laws and HealthPartners' proprietary data is protected.
- Coordinates the calculation of discount and provider fee information for RFPs, including the integration of affiliate discount and fee information with HealthPartners data.
- Manages all group specific financial settlements including specific and aggregate stop-loss, minimum-maximum premium arrangements, discount guarantees and claim targets.
- Directs the release of data to external parties including Data Aggregator and third-party administrators, verifying that all applicable federal and state privacy laws are followed, and that HealthPartners proprietary data is protected.
- Supervises the querying of groups specific Part D Medicare subsidy data and the submission of that data to the CMS RDS website.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in Business, Mathematics, Statistics, Information Technology or related field.
- Ten years managed care experience with direct experience in employer reporting, reinsurance, informatics, statistics or related experience.
- Five years previous management experience.
- Excellent analytical and problem solving skills
- Excellent oral and written communication skills
- Excellent organizational skills and detail oriented.
- Strong computer skills including Microsoft Word, Excel, or related applications.
- Excellent presentation skills
PREFERRED QUALIFICATIONS:
- Master’s degree in Business, Accounting, Statistics, Information Technology or related field.
