Job Overview

  

San Mateo County is home to a variety of HR360 behavioral health programs, including outpatient services, residential programs, and prevention programs. Our treatment teams work closely with San Mateo County BHRS to provide culturally competent and inclusive services to adults and youth struggling with substance misuse and mental health concerns. Clients receive substance use counseling and care coordination services as well as individual and group therapy.

The Director of Clinical Services (DCS) is responsible for overseeing and implementing clinical practices across all San Mateo County behavioral health programs. The DCS is responsible for the recruitment, training and supervision of Licensed Clinical Supervisors and Licensed Practitioner of the Healing Arts (LPHAs). The DCS sets the clinical tone and coordinates with departments within and outside of the agency to ensure that client needs are being met in support of health and recovery.  In conjunction with the Program Operations Manager, the DCS provides guidance and support to the San Mateo County leadership team ensuring all clinical aspects are compliant with contracts, licensing regulations, and clinical best practices. 

         

Key Responsibilities

    

Program Management Responsibilities: Directs clinical treatment and coordination of various activities within programs, as well as coordination with external stakeholders. Ensures treatment is in accordance with contracts/license expectations. Responsible for responding to client grievances.  Active participant in the San Mateo County Leadership Team.

Facility Management Responsibilities: Responsible for oversight of the program’s needs, including but not limited to safety and security, compliance and accountability. Available, as needed, after hours and on weekends to respond to clinical emergencies, outstanding crisis or events.

Supervisory Responsibilities: Oversees management of licensed clinical supervisors and LPHAs, including direct supervision and training of staff. Activities include but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating. Ensures staff is familiar with program policies, procedures, and practices. Ensures that the program complies with the Board of Behavioral Sciences and AOD Certification requirements for clinical supervision of interns and trainees as either as the direct clinical supervisor or in partnership with a BBS licensed supervisor. Regarding clinical supervision, the DCS will monitor the clinical work of supervisees and provide individual and group supervision for staff working toward licensure and students obtaining practicum hours. Maintain supervision agreements and proof of hours; sign off on required paperwork for the California Board of Behavioral Sciences and the schools where practicum students (if any) are enrolled; complete staff and student evaluations. Assist with crisis intervention, child and child/elder abuse reporting, and other urgent clinical matters. Establishes Medical Necessity and Co-sign treatment plans and progress notes as required; ensure timely completion of clinical documentation according to standards established by law, regulations, and stakeholder requirements. Identify the training needs of students and therapists; Facilitate or coordinate needed trainings and monitor completion of all required trainings.

Administration and Compliance: Ensures that each client receives all services stated in applicable contract. Ensures compliance with codes and regulations for community care programs. Ensures client rights mandated by governmental codes and agency norms. Works directly with Program Operations Manager and/or Compliance/Quality Assurance Coordinator to ensure quality assurance of charts and assists in responding to audit/contract monitoring findings.

Education and Knowledge, Skills and Abilities

Education and Experience Required:

  • MA/MS in a Behavioral Health field, licensed as an MFT, LCSW, or PhD with the CA Board of Behavioral Sciences (BBS) and meets all requirements to provide clinical supervision to interns registered with the BBS.
  • Knowledge of community resources.
  • Experience with government contracts and compliance.
  • Minimum of two years of experience in co-occurring behavioral health treatment in an inpatient or outpatient community mental health setting.
  • Completed clinical supervision training required by the BBS, and ongoing maintenance of clinical supervision CEUs.

Desired:

  • 5 years’ management experience and 3 years’ experience working in a residential and/or outpatient setting.
  • Minimum of 4 years experience as a Clinical Supervisor, and minimum of 2 years in supervisory or management role.
  • Bilingual in one of the County's threshold languages (Spanish, Tagalog, Vietnamese, Chinese dialects, Farsi).

Background Clearance Required:

  • Must not be on active parole or probation.
