Job Description: The Contract Manager is responsible for assisting in the determination of subcontracted providers’ compliance with contract requirements. As well as possess contract and grant writing ability.

Essential Duties & Responsibilities:

  • Review subcontracted service providers’ monthly and quarterly contract deliverables to ensure all required documents are included and completed correctly.
  • Assist in the preparation and execution of contracts.
  • Ensure all deliverables in providers’ contracts are received on time and completed accurately.
  • Review providers’ reports and deliverables to ensure contract compliance.
  • Conduct on site fiscal monitoring visits of all subcontracted providers.
  • Review subcontracted providers’ budgets and spending plans to ensure they are completed correctly and that all expenditures are allowable.
  • Prepare and submit monthly/quarterly deliverable reports and invoices to program funders.
  • Prepare and submit subcontracted provider disbursement reports for payment of services provided.
  • Remain current on system changes and updates.
  • Collect and analyze service data and reports.
  • Maintain communication with system developers.
  • Participate in local and state committees; as they pertain to job specifics .
  • Train providers on use of the data management system.
  • Manage users of the data system (add/remove/update information).
  • Provide contractual assistance to subcontracted providers.
  • Ability to facilitate partner and community meetings.
  • Performs other tasks and duties as directed by the Executive Director.
  • Work closely with the Executive Director or designee to draft, negotiate and assure timely execution of related contracts, service agreements and MOUs.
  • All other duties as assigned by the Executive Director.

Knowledge, Skills and Abilities:

  • Knowledge of basic contract management
  • Knowledge of bookkeeping and accounting practices
  • Skilled in the use of Excel, Word, Outlook, and other Microsoft office applications
  • Ability to interpret and apply federal and state guidelines to local situations
  • Ability to meet and correspond professionally with contracted providers

Education and/or Work Experience Requirements:

  • Master’s degree in social services, public health, maternal and child health services or related field with at least three or more year’s management, and non-profit sector experience preferred.
  • May substitute Bachelor’s degree in social, public health, maternal and child health services and other related field with at least five or more years’ experience management, and non-profit sector experience.

Additional Eligibility Qualifications:

  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary leadership.
  • Must be able to travel to attend conferences, training and other events, as required.
  • Ability to work flexible traditional and non-traditional hours.
  • Ability to establish and maintain effective working relationships with Coalition partner agency staff, Board committees, volunteers, staff, donors and the general public.
  • Knowledge of Healthy Start, and other local health and human service providers.
  • Knowledge of contract management and auditing.
  • Knowledge of budget and expenditures monitoring.
  • Experience in personnel supervision, management and data analysis
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given prescribed routines, and standard accepted practices.
  • Must be able to communicate effectively and be a team player at the Coalition.
  • Must be able to commit to the Coalition vision and be passionate about its mission.
  • Requires reliable transportation as travel is required, valid driver’s license, good driving record and automobile insurance.

Physical Requirements:

  • Ability to safely and successfully perform the essential job functions consistent with the ADA, and other federal, state and local standards.
  • Must be able to travel to alternate locations.
  • Required to sit, stand, walk, speak and hear while performing the duties of this job, regularly. The position requires extensive computer use so the employee must have sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen
  • Lifting/carrying up to 25 pounds.

Salary:

  • $45.00/hour (Rate based upon related experience and education.)
