Job Summary
The Chief Medical Officer (CMO) is a member of the executive team and plans, coordinates, performs, and participates in daily activities which include provider management, continuous quality improvement, strategic and operational planning, community outreach and accountable leadership. They shall be responsible for safety and service of care provided and actively involved in Performance Improvement initiatives to improve care, treatment and services and mitigate the risk of harm for patients served. CMO works to assure a vibrant practice based on sound stewardship principles, and for the retention and recruitment of clinicians.
Qualifications/Requirements

Must have a valid Florida medical license in good standing.

Responsible for recruiting and overseeing health center physicians and advanced practice providers (APP).

Previous experience in a community health center setting preferred, as a Primary Care Physician.

A minimum of five years clinical administrative and supervisory experience.

Requires the ability to plan, organize and direct clinical programs and activities.

Ability to supervise and train clinical professionals, including but not limited to physicians, nurse practitioners and physician’s assistants.

Requires excellent leadership skills, business acumen and ability to effectively manage, lead and supervise a diverse multidisciplinary team of health care professionals.

Must be a visionary with mature judgment, strong interpersonal, communication, and computer skills.

The ability to delegate responsibilities and create a climate of teamwork and accountability.

Ability to communicate effectively, both orally and in writing.

Provides direct patient care at the Heart of Florida Health Center clinical site.
Essential Functions
-
Assists the Chief Executive Officer (CEO) and Leadership in preparation of Health Resources & Services Administration (HRSA) 330 grant application and monitoring of the “Health Care Plan” and in formulating productivity expectations for the budget.

Assists the CEO in the administration of budget, policies, plans, programs, and proposals that will further the goals and objectives stated in the 330 grant application and HRSA program expectations to include Patient Centered Medical Home (PCMH).

Supervises the peer review process and provides education, feedback, and support on billing as well as provider notes.

Develops, implements and monitors HFHC’s “Principles of Practice,” clinical policies, procedures and protocols. Establishes standards of performance for clinical care.

Supervises and develops Clinicians, Medical Directors and other positions reporting up to the CMO. Makes recommendations, based on performance appraisal, for renewal and amendments to clinicians’ contracts and fringe benefits annually.

Works in conjunction with the Chief Compliance Officer and the Quality Assurance/Quality Improvement committee.

Works with leadership to develop new clinical service lines, such as behavioral health integration, chronic disease management, substance use treatment, or telehealth initiatives.

Identifies and implements best practices in value-based care, population health management, and team-based care.

Supports grant writing and partnership development for community health initiatives.

Oversees the initiation and renewal of admitting privileges of HFHC’s Clinicians for hospital, nursing homes and HFHC.

Reviews and gives clinical input on budget and contracts relating to professional medical services, support services, equipment leases and supplies.

Collaborates with CEO and Chief Human Resources Officer (CHRO) to analyze clinical manpower plan. In conjunction with CEO and CHRO is responsible for hiring, credentialing, privileging, promotion, disciplinary action or termination of clinicians.

Determines schedules for adequate Clinician coverage, to include implementing after-hours, weekend hours, and a weekend call system--reviewing for effectiveness on an annual basis.

Convenes the Clinician staff for regular meetings to discuss progress in meeting Health Care Plan goals and other business as appropriate.

Participates in regional and national organizations (e.g. FACHC and NACHC).

In collaboration with the Leadership, maintains OSHA regulations.

Assist with employee retention by participating actively in planning and preparation for special events and/or projects arising from committees such as the Mentor, Retention or Personnel Committees.

Serves as a member of the Leadership Team.

Other duties and tasks as assigned by the CEO.
