Job Summary
We are seeking an experienced Procurement Specialist to support our team in the DMV area. The ideal candidate will bring extensive experience in developing procurement documentation and a strong background in DoD contracting. This position requires an active TS/SCI clearance and offers telework flexibility; however, candidates must be located in the DMV region.
Key Responsibilities:
•Develop procurement package documentation, including:
•Performance Work Statements (PWS)
•Independent Government Cost Estimates (IGCE)
•Market Research Reports
•Lead and support all phases of procurement for IT systems support services, ensuring alignment with DoD acquisition policies.
•Perform market analysis to identify qualified vendors and contracting opportunities.
•Collaborate with stakeholders to develop acquisition strategies and requirements packages.
•Provide expert advice on procurement regulations, policies, and best practices.
•Ensure compliance with federal acquisition regulations (FAR/DFARS) and agency-specific requirements.
Qualifications:
•Education:
•Bachelor's or advanced degree in business, finance, acquisition, procurement, or contracting.
•Experience:
•10 years of experience creating procurement package documentation (e.g., performance work statements, cost estimates, market research reports).
•7 years of DoD contracting experience.
•Experience procuring IT systems support services is highly desirable.
•Clearance:
•Active TS/SCI security clearance is required.
•Location:
•Candidate must be located in the DMV area. Telework options are available.
Skills:
•Extensive knowledge of federal acquisition processes (FAR/DFARS).
•Strong communication and collaboration skills to interface with stakeholders and vendors.
•Proficiency in developing cost estimates and procurement documentation.
•Ability to perform detailed market research and analysis.
•Familiarity with DoD IT systems procurement processes is a plus.
Work Environment:
•Hybrid role with telework options. Candidates must be available for on-site meetings in the DMV area as required.
