Primary Job Duties:
The Airfield Maintenance Specialist III operates a variety of equipment used in the maintenance of airport surfaces. Maintenance and repair projects include repairing asphalt/concrete, hauling materials, plowing snow, deicing runways, mowing grass, maintaining grounds, etc. The Airfield Maintenance Specialist III is primarily responsible for operating specialized equipment that is categorized as heavy and requiring a greater degree of skill to operate.
Scope of Responsibility:
The Airfield Maintenance Specialist III works under supervision of the Airport Operations Supervisor, who is often not immediately present at work sites but is typically available by electronic communications media. Work involves some risk of harm to personnel, equipment or property. Responsible for all equipment issued, which is of a high dollar value, in accordance with airport policy. The Airport Maintenance Specialist III may provide work direction to Maintenance Specialist II and seasonal and temporary workers.
Essential Duties and Responsibilities:
- Operates unique and specialized airport equipment including but not limited to Oshkosh 4WD trucks with 24-foot blades, 18-foot runway brooms, sand truck, road plow/spray/sander truck, runway friction testers, mowers, runway sprayer, motor grader, front-end loaders, and large snow blowers.
- Logs daily activities including, time spent on each job, maintenance, repairs, etc. fill in gallons used on equipment;
- Inspects equipment prior to operation to ensure proper fuel levels, tire pressure and overall condition are conducive to its safe operation. Reports broken parts and malfunctioning equipment to supervisor as needed
- Changes cutting edges and broom cores on airport snow removal equipment
- Performs routine maintenance to vehicles such as cleaning, changing oil, greasing parts, etc.
- Assists equipment technician with repairs, cleaning, and inspections of all vehicles in fleet
- Understands, and follows FAA safety regulations Part 139 Airport Certification, while operating in an extremely controlled and regulated environment: Trains annually in FAA regulations for safety and compliance
- Completes annual recurrent training for airfield driving, including proper radio procedure when communicating with the Air Traffic Control Tower
- Conducts regular self-inspections of the Airport Operations Area (AOA) to include airfield runways, taxiways, ramps, safety areas, marking and lighting, and security to ensure compliance with Federal Aviation Administration (FAA) rules and regulations
- Conducts perimeter gate and mutual aid entry location inspections to ensure operability of all gates and entry/exit locations. Particular attention will be given during winter operations to ensure all locks, card boxes and mechanisms are operable. Also ensures that roads associated with access gates are serviceable and clear of any obstructions that could impede a possible off-airport response
- Maintains runway surfaces; Applies FAA approved non-corrosive granular or liquid deicer to runway surfaces, according to conditions
- Issues Notices to Airmen (NOTAMs) to describe current airfield conditions
- Operates and monitors regulators on high voltage lighting systems
- USDA certified, trains annually in identification, proper mitigation and dispersion of wildlife from the airfield, by use of pyrotechnics, or lethal means if necessary
- Administers herbicides, insecticides, and pesticides as needed
- Takes water samples from airport storm water outfalls as needed for storm water testing
- Monitors the airfield for FOD (Foreign Object Debris - litter or wind- blown debris)
- Ensures that fire extinguishers are up to date
- Aligns airport visual navigation aids (PAPI Precision approach path indicator)
- Provides security support for airfield operations area; escorts visitors as necessary.
- Working knowledge of TSA regulations, specifically Part 1542 Airport Security. These procedures are referred to as Sensitive Security Information (SSI) and cannot be listed.4. Performs related maintenance duties for airport including but not limited to:
- Collects and loads refuse from the buildings and grounds and hauls to the landfill
- Performs off-airport equipment and parts runs with airport vehicle
- Serves as backup supervisor during the supervisor’s absence. Makes decisions on whether the runway can remain open in difficult conditions
- Performs surface friction tests during difficult conditions;
- While performing the same or similar work as work crew under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow airport rules as well as sound work and safety practices.
- Communicates courteously and professionally and maintains working relationships with others in carrying out job functions. Communicates with the air traffic control tower
- Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work-related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised
- Conveys basic information to the public when approached with questions; occasionally interacts with vendors or across airport departments to exchange detailed and/or technical information.

Physical Demands & Working Conditions: Most work is performed outdoors at the airport. Work is generally very heavy and requires lifting and shoveling. There is regular exposure to multiple very disagreeable working conditions such as extreme weather conditions, dust, dirt, mud, fumes, and loud noise. There is regular exposure to hazardous chemicals and fuel, fumes, high voltage electrical hazards, moving equipment, moving aircraft and vehicles, and slippery conditions. There may at times be exposure to strong odors, dust or blowing debris. The position is required to be on-call 24-hours, as assigned, in winter months.
Climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions.
Very Heavy Work: Exerting up to 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
Education or Skills: Minimum Qualifications: The job requires a high school diploma or equivalent and four or more years of previous experience in the operation of heavy equipment, one of which must be at a level equivalent to Equipment Operator II; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid commercial driver's license (CDL Class B) with an air brake endorsement and appropriate state of North Dakota Operator's Certificate is also required or must be able to obtain within six months. A Hunter’s Safety Certificate is also required or must be able to obtain within 12 months.
Knowledge, skills and abilities include:
- Knowledge of aircraft and airfield operation terminology and communications
- Knowledge of the proper and safe operation, servicing and maintenance of material moving equipment
- Knowledge of local and state laws and regulations regarding the operation of equipment
- Skill in the proper and safe operation, servicing and maintenance of material moving equipment
- Skill in written English sufficient to read traffic signs, written instructions, and prepare simple logs
- Ability to communicate effectively in both verbal and written forms
- Ability to establish and maintain effective working relationships with others
