The Dogwood Springs Program Coordinator

Duties:

  • Administrative and clinical oversight to the Center's Dogwood Springs supportive housing program.
  • Ensures program productivity targets and contractual obligations related to all programming are met or exceeded.

JOB PURPOSE/SUMMARY

Summary of role of team:

  • The program supervised by this position, by virtue of the persons it serves, represents a place where the Center's vision is lived out on a day-to-day basis.
  • Dogwood Springs is designed to provide safe, affordable, permanent housing to low-income seniors who may or may not also receive on-site supportive services.
  • Many of these individuals also have a mental health, substance use, or co-occurring diagnosis.

Summary of position:

  • Manages HRMC's Dogwood Springs permanent, supportive housing site.
  • Ensures compliance with all Fair Housing standards, funding requirements, HRMC policies/procedures, and HRMC's Tenant Selection Plan. Ensures that housing units are rented in a timely manner and manages rent collection process.
  • Ensures that housing units are well maintained, reviews quarterly apartment inspections, and manages the lease violation/termination process.
  • Acts as liaison with community partners and tenant natural support systems as necessary.
  • Directly supervises Property Manager, Resident Manager, and Housekeeper.
  • Ensures that all tenants are offered access to supportive services as requested.

TYPICAL WORKING CONDITIONS/ENVIRONMENT

  • This position is an office-based position.
  • Staff members are provided with all equipment necessary to complete their job duties on-site in their assigned office.
  • This position is located at Dogwood Springs.
  • Work may also be conducted in the community as needed for client care.

JOB DUTIES/RESPONSIBILITIES

1. Manages property effectively and ensures the program maintains compliance with all internal and external requirements:

  • Ensures that no more than 2 units are vacant at any one time.
  • Ensures that each tenant's housing file is 100% compliant with all funder regulations.
  • Ensures that all tenants are added to Rentec (online housing software) within 1 week of lease signing.
  • Ensures that each tenant's rent payment does not exceed 30% of their income.
  • Ensures that the total amount for all voucher units matches annual revenue expectations and do not exceed HOME limits.
  • Ensure that all Housing programs adhere to Fair Housing standards and provisions of Uniform Residential Landlord Tenant Act (URLTA).
  • Ensures full compliance with all FHLB and other funder contract requirements; as well as all applicable deed restrictions.
  • Ensures all units remain compliant with KCDC inspection requirements and works closely with Facilities to keep all units and common areas updated within Center standards.
  • Ensures that rent is collected timely.
  • Ensures that all applicable notices are distributed as needed for lease violations/terminations.

2. Manages Case Manager effectively and ensures the program maintains compliance with all internal and external requirements:

  • Ensures Case Manager is meeting the needs of Dogwood Springs' tenants.
  • Ensures Case Manager meets the clinical needs of SPMI consumers housed at Dogwood Springs.
  • Ensures Case Managers completes all documentation in compliance with HRMC standards.
  • Ensures Case Manager is monitoring treatment effectiveness and compliance, including assistance with medications.
  • Ensures Case Manager is providing linkage to other community supports, agencies, or services that are appropriate for client.
  • Ensures Case Manager's completion of expected productivity as outlined at the beginning of each month.

3. Quality programming

  • Ensures that all tenants are offered optional supportive service package.
  • Ensures that tenants who opt in to supportive service package receive all required supports throughout each month (2 daily meals, weekly housekeeping, weekly laundry, 2 well checks/day, and personal alert system).
  • Ensures that all tenants are offered on-site case management/therapy services.
  • Ensures that tenants have access to all needed community supports required to successfully maintain housing.
  • Continual improvement in quality programming as evidenced by the identification and
    correction of problem areas with no recurring issues.
  • Identifies best practice standards for program areas as evidenced by publication in
    program manuals.
  • Implements best practice standards for program areas as evidenced by staff training.

3. Public relations

  • Represents the Center in the community in a positive and professional manner as evidenced by good working relationships (satisfaction surveys, referrals, complaints).

4. Provides supervision

  • Ensure positions are filled within 2 weeks.
  • Staff issues are identified and addressed promptly as evidenced by the utilization of progressive disciplinary procedures.
  • Staff are supervised on a regular basis and have a good working knowledge of job duties.
  • Foster professional growth and development of staff through the identification of leadership potential.

5. Manage revenue and expenses

  • Maintain productivity to ensure all revenue targets are met.
  • Control expenses (target of under 97% in relationship to revenues earned).

6. Promotes and maintains positive teamwork.

  • Organizes and develops team cohesion.
  • Demonstrates consideration and concern for fellow workers and promotes harmonious
    relationships and attitudes.
  • Gives and receives appropriate feedback.
  • Communicates directly and approaches conflict with a problem-solving approach.

COMPENSATION:

  • Starting salary for this position is approximately $18.46 /hr based on relevant experience and education.

Schedule:

  • This position has a regular schedule of Monday - Friday 8a.m. until 5p.m.
  • Position is required to respond to issues that occur after hours and on the weekends as needed to ensure tenant safety.
  • Employee is off on Center designated holidays.
  • In person daily attendance is essential for this position except in instances of approved time off.
  • This position may be required to attend events outside of the standard schedule.

Travel:

  • This position requires utilizing a personal dependable vehicle to conduct Center business.
  • Maintaining a dependable vehicle and certified driver status is a condition of employment.
  • Staff members may be required to provide transportation in their personal vehicle and staff members are reimbursed for use of their vehicle for this purpose.
  • This position may be required to travel to out of state conferences/meetings as applicable.

Equipment/Technical Competency:

  • This position requires utilizing a personal dependable vehicle to conduct Center business.
  • Maintaining a dependable vehicle and certified driver status is a condition of employment.
  • This position does require high level computer skills for timekeeping, scheduling and use of electronic medical records entry, and extensive experience with Microsoft Office Products (Word/Excel/Outlook).

QUALIFICATIONS - Dogwood Springs Program Coordinator

Experience / Knowledge:

  • One-year experience in the social work field or a behavioral health setting preferred.
  • Three years' experience in a supervisory capacity preferred.

Education / License:

  • Bachelor's degree in a health-related field of counseling, psychology, social work, sociology, or a behavioral science field preferred.
  • Candidates with a Bachelor's degree in other fields will be considered based on previous work experience.

Physical/Emotional/Social - Skills/Abilities:

  • Exposure to biological hazards.
  • Hearing of normal and soft tones.
  • Close eye work.
  • Valid driver's license- F endorsement.
  • Lifting up to 50 lbs.
  • Pushing/pulling up to 150 lbs.
  • Frequent sitting, standing, walking, bending, stooping, and reaching.
  • Required to be certified in, and effectively implement, verbal and physical de-escalation techniques that include a wide range of bodily movements; including but not limited to, grasping, holding another person, going down on knees, running, and walking.
