C.I.R.C.L.E Los Angeles Program Manager

Salary: $85,000 annually

SUMMARY 

The Community Safety Crisis and Incident Response Through Community-Led Engagement (C.I.R.C.L.E.) program is a 24/7 unarmed response program that deploys a team of mental health professionals and individuals with lived experience to address non-violent LAPD calls related to unhoused individuals experiencing crisis. Through this public health approach, the city is able to improve community safety and outcomes for Angelenos in need of social services and support. The goals of the program are to: (1) disrupt the reciprocal relationship between homelessness and the criminal justice system by promptly responding to diverted non-violent incidents related to persons experiencing homelessness (PEH); (2) de-escalate and stabilize incidents involving unhoused individuals; and (3) create enduring positive outcomes for those individuals through trauma informed rapport building, connections to services and resources, and case management. 

The C.I.R.C.L.E. LA Program Manager (PM) will report to the Chief Program Officer to manage all aspects of The Community Safety Crisis and Incident Response Through Community-Led Engagement (C.I.R.C.L.E.) program. The Program Manager performs complex administrative functions and fiscal management tasks relative to planning, development, and coordination. The PM also ensures successful program outcomes are attained. The position requires excellent project management, interpersonal, and communication skills. A successful candidate will need to feel comfortable working with a wide range of stakeholders within a complex system. The Program Manager will provide sound “best practices” in project management and will cultivate relationships and partnerships with all external and internal customers by providing warm, friendly, positive and supportive services.

ESSENTIAL FUNCTIONS

• Oversee all program operations including the deployment of Response Teams (RTs) to address diverted incidents from the city.
• Provide data-driven insights to optimize program and team goals, developing processes for making data-driven results actionable.
• Monitor, analyze, and manage contract budget and work closely with City fiscal department and contract department.
• Serve as the liaison between Heluna Health, the City of Los Angeles, community partners, etc.
• Oversee administration of contract expenditures to include purchasing, facility and equipment leasing, travel, supplies, maintenance, events, and training.
• Oversee the administration of review and approval of invoices, credit card, and reconciliation of all payables.
• Oversee project performance, timelines and deliverables.
• Manage staff scheduling.
• Provide direction and support to project teams in the execution of all project deliverables.
• Works closely with assigned Heluna Health Contract and Grant Manager, Project Accountant, and HR Generalist to ensure that all contractual obligations are being met.
• Maintains excellent working relationship with Heluna Health Clients and Program Partners, Subcontractors, Vendors, and other partners.
• Schedules and coordinates various meetings with staff to ensure program safety, issues, and program success.
• Acts as On-Call Supervisor, some night and weekend on-call shifts may be required.
• Other duties as assigned.

JOB QUALIFICATIONS

• Demonstrated commitment and experience in equitable program delivery with the ability to engage and work with culturally and socio-economic diverse groups and organizations
• Experience with homeless services, anti-poverty and housing stabilization work
• Prior involvement in program direction by developing and implementing policies, procedures and program priorities consistent with collaborative initiatives;
• Knowledge of the principles and practices of budgeting as it relates to program management
• Extensive knowledge of the principles and practices of employee relations
• General knowledge of the principles and practices of management, including planning, organizing, directing, motivating, controlling and decision making.

Education/Experience

• Bachelor's degree from a four-year college or university or five years related experience and/or training. Advanced degree (such as a Masters in Public Health or a Masters in Public Administration or Health Administration) highly desirable. Experience with providing support to the homeless is also highly desirable.
• A minimum of three years of supervisory experience.
• Experience working collaboratively with diverse groups with multiple activities, priorities, timelines, and deadlines.
• Ability to work well with diverse staff and clientele including cultural, language, sexual identity, gender and other diversity considerations.

 PREFERRED QUALIFICATIONS

• Residence within the Zones, zip codes, or Council Districts of the Pacific CIRCLE Zone per the below map: El Segundo, Westchester, Playa Del Rey, Playa Vista, Mar Vista, Venice, Palms.
• Advanced level of knowledge of the client population and their complex needs including homelessness, financial instability, medical and mental health, and substance abuse.
• Experience in a community-based setting serving ethnically diverse, low-income clients. Knowledge of community resources and experience in community settings.
• Ability to meet deadlines, multi-task, effectively delegate and work under pressure. Requires flexibility in scheduling (Monday through Friday) and work hours including the ability to attend early morning and after hours meetings;
• Excellent interpersonal and communication skills required. Experience in and understanding of public health preferred. A positive, high energy, warm, friendly, self-motivated style is highly desirable.
• Proficient in Microsoft Office Suite products such as Outlook, Word, Excel, and PowerPoint; Proficient in database software (such as Microsoft Access).
• Ability to work independently with minimum supervision.
• Ability to problem-solve, multi-task, and meet deadlines.
• Ability to organize and direct projects to successful completion.
• Ability to work as part of a team comprised of individuals across different agencies, disciplines, and locations.

• Experience in developing and conducting presentations to multiple partners and large and small groups.

Other Skills, Knowledge, and Abilities

• Must possess a valid California Divers License.

• Driver must be 21 with none of the following in the past 3 years: any 2-point convictions; or more than (2) moving violations; or more than (1) moving violation and (1) at-fault or a passenger handling accident.
• Successfully pass the background check

4. Must be able to lift a minimum of 35 lbs.
5. With instruction, the ability to assist persons with disabilities and to help transfer a 180 lb person and lift wheel chair in and out of a car or van.
