Since 2019, the Los Angeles County Departments of Public Health (DPH) and Public Social Services (DPSS) have partnered to provide a voluntary Home Visiting Program to DPSS CalWORKs participants. The goals of the CalWORKs home visiting program are to:

  1. Support positive health, development and wellbeing outcomes for low-income pregnant and parenting individuals, families, and infants; 
  2. Use a two-generational, whole family approach to service delivery to support healthy development of pregnant persons, newborns, and young children; and
  3. Prepare parents and/or caregivers for robust engagement in Welfare-to-Work activities and employment, and long-term economic self-sufficiency. 

Since 2018, DPH, in partnership with First 5 LA and community-based organizations, has also operated a broad African American Infant & Maternal Mortality Prevention Initiative (AAIMM) to address the disparities in maternal and infant mortality caused by the societal and physiological effects of racism and discrimination. The AAIMM Doula Program launched in 2019 to match Black pregnant individuals with skilled Black birth doulas who provide support, advocacy, and education throughout the perinatal period. 

For the first time, pregnant CalWORKs home visiting program participants will have direct access to doula services via the AAIMM Doula Program and community-based doula programs. 

This is a full-time benefitted position. Employment is provided by Heluna Health.

The pay rate for this position is $94,473.60 annually. 

ESSENTIAL FUNCTIONS

Reporting to the Perinatal Innovation Unit Chief in the DPH Division of Maternal, Child and Adolescent Health, the Health Analyst/DPSS AAIMM Doula Program Coordinator (Coordinator) will be responsible for implementing doula services for all pregnant CalWORKs home visiting program participants who desire them. The duties of the Health Analyst include, but are not limited to:

  • Recruiting, hiring and onboarding doulas and administrative team.  
  • Supervising team of 3-4 Doulas and Program Assistant.
  • Collaborating with DPSS and DPSS-funded home visiting services. 
  • Developing, implementing, and monitoring subcontracts for external doula services.
  • Overseeing grant budget and monitoring expenses. 
  • Monitoring doula direct service activities and weekly timecards. 
  • Assisting with client recruitment, screening, and placement.  
  • Facilitating doula team meetings, and facilitating or participating in DPSS subcontractor, doula advisory, and/or home visiting meetings. 
  • Facilitating program presentations to, and maintaining relationships with, healthcare facilities, providers, AAIMM Community Action Teams, and organizations that provide perinatal services. 
  • Participating in regular meetings of DPH AAIMM team and in check-ins with Unit Chief. 
  • Supporting the supervision of a part-time Data Assistant and Mental Health Specialist. 
  • Regularly reviewing program data with data team to identify necessary pivots and to prepare program evaluation.
  • Completing monthly and as needed DPSS progress reports. 
  • Collaborating with communications lead to develop communications content and tools to promote doulas and the DPSS AAIMM Doula Program. 
  • Cross-collaborating with and -referring to the other doula programs within the Perinatal Innovation Unit, as needed. 
  • Other assigned duties. 

JOB QUALIFICATIONS

Education/Experience 

  • Experience as a birth doula or full-spectrum doula;
  • At least two years of programmatic and administrative experience in perinatal health;
  • A Bachelor’s Degree from an accredited college or university in a field related to the work of Public Health or four years of work experience in a staff capacity analyzing and making recommendations for the solution of problems in organization, program, procedure, budget, or personnel;
  • Strong writing and interpersonal skills;
  • Experience with the population(s) of focus, including experience with outreach & engagement to the African American/Black community;
  • An understanding of the impact of social determinants on health and commitment to addressing inequality in health care and health outcomes through frameworks of anti-racism and reproductive justice; and

Desirable Qualifications:

  • Experience managing a team;
  • Work experience in public health, government agency, non-profit organization, or on behalf of a government agency;
  • A Master’s Degree from an accredited college or university in a field related to the work of Public Health; 
  • Ability to act with judgement, confidence, and personal initiative in a fast-paced and highly visible work environment; and
  • Computer literate and skilled in use of Microsoft Windows-based programs, including Microsoft Office (Word, Excel, PowerPoint, and Access).

Certificates/Licenses/Clearances

  • A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 
  • Successful clearance of LA County Live Scan required.
