SUMMARY
Community Programs at the Department of Health Services supports a range of programs that provide healthcare services and resources to the most vulnerable patients across Los Angeles County. The Director, Data Analytics and Evaluation will plan, organize, manage, and direct the activities of a large data analytics, data reporting and data science division to help achieve the goals of Department of Health Services (DHS) Community Programs (CP) division.
The division includes Housing for Health (HFH), the Office of Diversion and Re-Entry (ODR), the Harm Reduction Divisions (HRD), and CalAIM Housing and Justice Initiatives.
The Director, a Program Implementation Expert will report directly to the Director of Community Programs and will oversee and direct a team of data analysts. The team will work on numerous reporting, analytics, and evaluation projects, using a wide variety of databases containing health, housing and justice data to support Community Programs operations.
The position will be a hybrid role, with a home base in Alhambra or Los Angeles.
ESSENTIAL FUNCTIONS
- Work with the Community Programs (CP) leadership team to set the strategic vision, priorities, goals, and key objectives for all the data analytics, reporting, and data science teams. Improve data analytics and reporting operations to maximize effectiveness and value towards achieving Community Programs’ reporting and analytics goals.
- Align HFH, ODR, HRD and Community Programs’ data analytics and reporting strategies with business objectives and ensure coordination and integration of data analytics and reporting approaches across Community Programs, DHS, County department partners, contracted community providers, and relevant non-county entities.
- Plan, oversee, execute, and implement specific, complex, interrelated data analytics, reporting and data science initiatives including but not limited to:
- Manage efforts to revamp and integrate CHAMP and the Diversion Database to better meet programmatic needs and increase efficiencies;
- Oversee efforts to ensure a seamless integration of CHAMP and Diversion Database into InfoHub, a Countywide data platform;
- Direct management of a large reporting and analytics operations, including data and dashboard development to support required reporting to numerous external stakeholders, performance improvement and business operations and CalAIM (Medi-Cal) billing and tracking for Community Supports, CalAIM Incentive Payment Program, Justice Involved PATH, PATH-CITED initiatives.
- Create and ensure internal and external compliance with data governance best practices.
- Develop systematic approaches to data monitoring and evaluation and oversee the effective use of data to demonstrate the impact of CP programs on achieving CP, DHS, and Countywide priorities in the housing and justice space, as well as inform policy changes to scale successful programs.
- Support collaboration with the Population Health Analytics teams, the Chief Information Officer, health information exchanges leaders and other IT and data analytics program areas impacting the housing and justice space countywide.
- Oversee initiatives aimed at ensuring greater integration of data, reporting, and data analytics approaches with other Los Angeles County departments and community-based organizations working in the homelessness and justice sector.
- Update and ensure implementation of data security and privacy practices across Community Programs and contracted providers.
- Lead, mentor/coach, and manage a team of data analysts and data scientists and foster a collaborative, supportive and high-performing work environment.
- Encourage continuous skill development and improvement among all staff members at all levels and promote a culture of innovation and adaptability within the data analytics, and data science units. Support development of Community Programs into a data-driven, learning organization.
- Collaborate with leadership and stakeholders from relevant departments to establish a common understanding of data governance objectives and priorities. Participate as a leader in DHS and County data governance and oversight meetings.
Data Reporting & Analytics
- Plan, guide and direct all data analytic and reporting operations, including building, and maintaining data infrastructure, overseeing the production of data analytic tools to drive performance improvement, and reporting and evaluation activities to meet operational needs of Community Programs and countywide housing and justice initiatives.
- Standardize reporting dashboards utilized by DHS and CP leadership, the Board of Supervisors, community stakeholders, programmatic and operational teams, clinical teams, and hundreds of diverse, contracted community-based providers related to strategic planning, performance monitoring and improvement initiatives.
- Oversee the creation and growth of a CalAIM Data Team, which manages the data and reporting requirements related to Community Supports and CalAIM incentive program tracking, billing, and quality assurance to ensure claims submission and processing are streamlined and submitted accurately and meet the evolving requirements of managed care plans.
- Work with clinical, CalAIM and senior operations and program leadership to understand their unique business and technical requirements needs and identify data, reporting and analytics opportunities, tools, and solutions.
- Resolve complex challenges encountered as part of CP data analytics program implementation, such as navigating organizational politics, resolving conflicts, prioritizing, and allocating limited resources and securing DHS and County (e.g., CEO, Homeless Initiative, other County Department) approvals and leadership support for new and ongoing initiatives.
Data Science, Integration Sharing and Privacy
- Develop, maintain, oversee, and grow CP’s data reporting and analytics platforms and tools, and support data integration with DHS, County, and non-County data platforms.
- Establish, roll out and maintain complex data infrastructure including the creation of a Community Programs data repository in Infohub. Collaborate with the County CIO to secure access to analytics resources in Infohub and non-DHS data sources to support CP data strategies.
- Promote efficient, cost-effective uses of advanced data, reporting, analytics, and data science technologies and oversee software migration projects related specifically to CP data reporting, analytics, business analytics and data science initiatives.
- Support the creation and development of MOUs and data sharing agreements to expand data accessibility and data sources available for use by CPs. Ensure agreement requirements are fully met.
- Manage, prioritize, and oversee complex project timelines, budgets, and resource management to ensure successful completion of key data, reporting, and data science initiatives that are aligned with organizational goals and priorities.
- Collaborate with business managers of different functional units across DHS to define reporting and data analytic requirements, establish budgets, and develop and execute implementation plans with IT leadership support.
- Work with CP leadership to develop and implement a strategy to support CP business units in claiming and reporting to Medi-Cal managed care (physical and behavioral health encounters and enhanced care management), specialty mental health services, and Medicaid fee-for-service billing for justice-involved populations.
- Work with DHS CIO, and privacy and risk management leaders to support CP privacy, data security, and data use compliance activities.
- Explore new ways to enhance data exchanges, improve data governance and standardize health information exchange methods. Ensure use of universal consent management to optimize data sharing and data access.
- Develop and maintain policies and standards related to implementation and operation of data, reporting, and analytics, to ensure that information security, integrity, and privacy are properly maintained.
JOB QUALIFICATIONS
Four years of progressively responsible experience in a staff capacity analyzing, evaluating, coordinating, and making recommendations for a variety of human services programs for a social services provider or governmental agency, one year of which must have included supervisory experience.
Education/Experience
- A Master's degree from an accredited college or university in Business, Public Health, Public Health Administration, or a closely related field such as Mathematics, Statistics, Economics, or Computer Science is highly desirable.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan process with the County of Los Angeles.
