The mission of the Family Resource Centers Network of CA (FRCNCA) is to support individuals and families of children with disabilities, special healthcare needs, and those at risk by ensuring the continuance, expansion, promotion and quality of family-centered, parent-directed, Family Resource Centers (FRCs). The FRCNCA is a 30-year-old membership organization of Family Resource Centers who are all or in part funded as an Early Start FRC. FRCNCA is a sponsored program of Heluna Health. Employment is provided by Heluna Health.
The Project Manager will manage the contracts, administrative and fiscal activities of new and existing FRCNCA programs and oversee deliverables of the various projects designed to connect families of children with disabilities to resources and support. The Project Manager duties will include activities such as the establishment of new projects or contracts (including subcontracts with vendors), monitoring to ensure internal and subcontracted project deliverables, ensures development and implementation of budget activities, ensures accurate and timely accounts payable and receivable activities payment, serves as a team leader for the data and outcome reporting functions of projects.
This position requires excellent project management, interpersonal, communication and leadership skills. A successful candidate will need to feel comfortable working with a wide range of stakeholders within a complex and fast-moving system. The Project Manager should understand the context of assignments and be flexible and adaptable to changing priorities. This is a leadership position within the organization which uses a servant leadership and community learning approach to support organizations and the families they serve.
This is a full-time, benefitted and exempt position.
The position is in Los Angeles County, in the City of Industry. Some travel to other sites for training and meetings is required.

The pay rate for this position is $40.00 per hour
ESSENTIAL FUNCTIONS
- Monitor large multi-county contracts and subcontracts to ensure accurate and timely meetings of deliverables and reporting requirements .
- Hold meetings/discussions with the Executive Committee and Steering Committee regarding program goals, setbacks, deliverables, achievements and status updates as necessary .
- Provide guidance to internal stakeholders based on contract and fiscal requirements.
- Convene with various local, private and state agencies to report on program progress.
- Ensure the FRCNCA deliverance of quality services to membership and stakeholders.
- Attend meetings as needed between grantors, fiscal agent, Executive Committee, Steering Committee, and stakeholders to ensure contract compliance activities.
- Maintains excellent working relationships with Heluna Health client support team, Steering Committee, Subcontractors, Vendors and other partners.
- Ensure compliance with all Heluna Health policies to include proper management of donations, travel and other reimbursement activities.
- Ensure efficient and sound management of all financial activities including finalizing project budgets, budget narratives and reviewing financial statements for accuracy
- Meets with Executive Director on a regular basis to review budget and project progress/status/challenges
- Uses project management software to track and accomplish management tasks
- Oversee project performance, timelines and deliverables using appropriate project management tools or funder portals (i.e., Salesforce, Teams, etc.)
- Lead data collection, quality reporting and analysis for outcome reporting efforts using internal and external data management tools (i.e., GrantVantage, Survey Monkey, etc.)
- Manage accounts payable and accounts receivable. Follow up with vendors to submit invoices in a timely manner.
- Work closely with the Contracts and Accounting team to create tools and systems to monitor budget expenditures, subcontracts and projections on an ongoing basis.
- Work closely with the Executive Director with funder/subcontractors on a regular basis to review budget and project progress/status/challenges.
- Maintains documentation (e.g., spreadsheets, reports) of all administrative, fiscal, and data/outcome activities, as indicated.
- Works closely with assigned Heluna Health Client support team to ensure that the contract(s) stay in compliance.
- Works with the Executive Director and CST to manage various aspects of subcontractor oversight including reporting, responding to queries, etc.
- Provide fiscal and contract development support to the organizational expansion and development
- Provide exceptional representation of FRCNCA at in person and virtual meetings.
- Facilitate communication and partnership among FRCs and external organizations to further increase community awareness of the Network and its member organizations.
- Present updates on program details, progress, and achievements as needed to stakeholders, sub-committees, and membership.

JOB QUALIFICATIONS
Education/Experience
- High School diploma and additional post-secondary courses/certifications in accounting or project management required.
- Bachelor’s degree in public health, Communication, Accounting or similar field preferred.
- Project Management skills required.
Other Skills, Knowledge, and Abilities
- Minimum of 5 years of experience working in project coordination activities or a combination of professional experience and education.
- Experience working with accounting principles such as, accounts payable, accounts receivables and reconciliation experience.
- Ability to multi-task effectively, prioritizing and managing assigned tasks in a timely manner
- Experience with State or Federal contracts and budgeting required.
- Understanding of CA Health and Human Services Agency and Developmental Disability Service system desired.
- Knowledge of leadership and management principles for nonprofit organizations
- Individual, parent or family member of an individual with I/DD encouraged to apply
Certificates/Licenses/Clearances
- Background check clearance.
- A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to secure timely transportation to perform the essential functions of the job.
- Project management, Salesforce, MS Office, and other certifications desired.
