SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH was created to support the Los Angeles County Homeless Initiative recommendations and the County’s efforts to address and combat homelessness. Our organization follows a hybrid work structure, allowing employees to work both remotely and from the office, as needed.
The Staff Analyst position will be within the Housing Navigation unit, ensuring that all households referred through the Coordinated Entry System (CES) are connected to essential resources for securing permanent housing and accessing intensive case management services. These services are critical to achieving housing stability, improved health outcomes, and economic security.
The Staff Analyst will be responsible for planning, directing, implementing, budgeting, and monitoring housing navigation activities, working collaboratively with a team of analysts.
ESSENTIAL FUNCTIONS
Responsibilities include, but are not limited to:
- Developing policies and procedures, setting programmatic benchmarks, and analyzing outcome data for quality assurance.
- Providing regular programmatic updates to oversight committees, participating departments, partner agencies, contracted service providers, and stakeholder groups.
- Designing and implementing project operations and preparing reports on service utilization, performance data, and program outcomes.
- Conducting contract monitoring activities, including annual administrative and programmatic reviews and invoice processing.
- Coordinating with project partners (e.g., departments, partner agencies, contracted service providers, stakeholder groups) to ensure efficient project operations.
- Providing technical assistance, training, and program modifications for project partners.
- Overseeing referrals to housing and Emergency Financial Assistance services and ensuring quality case management services.
- Tracking clients referred to housing programs, ensuring expedited linkages to benefits advocacy, employment services, and interim/permanent housing.
- Evaluating overall project success and reporting findings to stakeholders.
- Collecting and maintaining demographic and programmatic data to ensure quality assurance and compliance.
- Monitoring data quality and implementing improvement procedures when necessary.
- Assisting with budget development, invoice review, and financial analysis.
- Performing other duties as assigned.
- Assists in evaluating the overall success of assigned projects and reports findings to project partners and stakeholders.
- Collects all demographic and programmatic data and track all participants for quality assurance purposes.
- Monitors data quality and implement data improvement procedures as needed.
- Assists with budget development, invoice review and analysis.
- Other duties as assigned.
JOB QUALIFICATIONS
Minimum Qualifications
- Three or more years of highly complex administrative experience in the health, housing, social services, or related sectors.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan Clearance process with the County of Los Angeles.

- Familiarity with data systems used across DHS and the homeless services system, including CHAMP, ORCHID, Clarity, and Resource Management System.
Preferred Qualifications:
- A bachelor’s degree in social work, Psychology, Human Services, Public Administration, or a related field is preferred.
